(Lithuania). The papers published in the monograph are devoted to the urgent issues of public governance, evidence-based public policy-making, and government communications under the conditions of new challenges in the EU member states and candidate states, issues urged in Ukraine in the war period and post-war recovery, and to develop recommendations to improve the efficiency of state and local government bodies and implementation of principles of good governance and democratic values. The monograph can be useful to specialists in governance and communications, students and postgraduates of relevant specialties.

The main aim of the conference is to create a forum for discussion of the urgent issues of public governance, evidence-based public policy-making, and government communications under the conditions of new challenges in the EU member states and candidate states, issues urged in Ukraine in the war period and post-war recovery, and to develop recommendations to improve the efficiency of state and local government bodies and implementation of principles of good governance and democratic values. The papers published in this post-conference monograph cover the scientific studies, carried out in 2023 and relating to issues of sustainable development goals and public policies, digitalization and artificial intelligence in public governance and communication, regional aspects of public governance, governance during war and post war recovery. This is an expensive and time-consuming activity. However, it is an invaluable method of archiving, disseminating, and protecting cultural heritage. In digital era, the significance of digitizing cultural heritage cannot be overstated. By bringing cultural treasures into the digital realm, we extend their lifespan; enhance their accessibility, and open doors to exploration, study, and appreciation that were once unimaginable. The research selectively describes the types and process of digitization. A range of applications of digitization technologies for cultural heritage has been proposed. Selected programs of the European Union (EU) and the Polish Ministry of Culture and National Heritage (MKiDN) regarding the development of digitization were analyzed. The European Union works continuously in international cooperation for sustainability, peace, the rule of law, human rights and the rules-based international order (European Commission, Directorate..., 2019). EU countries are steadily implementing the 2030 Agenda and invest in sustainable development. However, different regions and cities face different sustainability challenges. Zeng, Yu, Yang et al. (2022) for instance, states that the cities in emerging economies experience rapid urbanization, which is characterized by poor planning, weak institutional systems and insufficient essential urban public services. The innability to provide basic services therefore leads to socio-economic vulnerability of the city.Item Інституції good governance у польському місцевому самоврядуванні(Національний університет "Києво-Могилянська академія", 2023) Ніжнік-Добош, ІвонаМоєю метою не є детальний аналіз термінологічних проблем, пов’язаних із поняттям good governace, адже це – тема для окремого дослідження. Я поділяю ту позицію доктрини, відповідно до якої підвищується значущість, міждисциплінарність та направлене розуміння поняття good governace як "належного врядування" та фундаментального права третього покоління у формі "права на належне врядування" (Izdebski, H., 2010, с. 29). Його зміст пояснюється, зокрема, через його принципи, які включають: участь (партиципацію), верховенство права, прозорість, консенсус, відповідальність, готовність задовольнити потреби, ефективність діяльності з дотриманням принципу сталого (підтримного) розвитку та охорони навколишнього середовища (див. ст. 41-43 OJ.EU.C.2007.303.1 від 2007.12.14; OJ.EU.C.2011.285.3 від 2011.09.29). Good governance є продовженням наукового підходу до управління державним сектором, який замінює традиційну модель ієрархічного та бюрократичного управління управлінням, заснованим на партиципації (участі) та мережах зацікавлених учасників. Будучи заснованим на партиципації (участі) та консенсусі, він ідеально підходить для громадянського суспільства. Two main models can be distinguished. In the first model, local governments treat the task of providing social and communal housing as marginal. In the second model, they play a significant role, being the owners of most of the premises located in the urban space. The article will attempt to compare these models and indicate their advantages and disadvantages.Item Соціально-відповідальна інвестиційна діяльність як чинник повоєнного відновлення в Україні(Національний університет "Києво-Могилянська академія", 2023) Ільченко-Сюйва, ЛесяВійна рф проти України принесла Україні багато горя, страждань, переживань, знівечила економічні зв’язки, зруйнувала бізнеси, проте ще з перших днів гарячої війни український бізнес виявив свою надзвичайну сторону – згуртувався та зосередився на допомозі державі та людям, проявивши надзвичайну соціальну відповідальність. Для України після деокупації частини територій та задля швидкого повоєнного відновлення надзвичайно актуальними та важливими є питання забезпечення економічного та соціального розвитку. Для досягнення сталого розвитку надзвичайно важливо гармонізувати три взаємопов’язані елементи: економічне зростання, соціальну інтеграцію та інклюзію окремих груп громадян України (наприклад, ветеранів та ветеранок, осіб, які постраждали в наслідок бойових дій, внутрішньо переміщених осіб та ін.), охорону та відновленні навколишнього середовища, які мають вирішальне значення для забезпечення суспільного добробуту. Поєднання інвестицій та отримання позитивного соціального ефекту з точки зору інвестиційної теорії стає можливим завдяки соціально-відповідальній інвестиційній діяльності.Item Historic gardens managing during an armed conflict with planning for a peaceful future(Національний університет "Києво-Могилянська академія", 2023) Pyrzyk, AleksanderHistoric gardens recognized as a cultural heritage are a monument’s, unlike any other. Parks, gardens and other forms of designed greenery are true living heritage. What it’s necessarily for the composition of historic gardens, it’s their natural change with the seasons as philosophical cycles of dying and being reborn again. Historic gardens often create a space in composition with a historical building as a castle, palace or other kind of historic mansion. Public health is a component of the national security of any state. A nation can only be strong and successful with a population that is physically, psychologically and emotionally healthy. The role of civil society in the development of the public health system cannot be overestimated. Nongovernmental organizations in Ukraine have been able to demonstrate their readiness to quickly reformat their activities, relocate, and continue providing services to support vulnerable groups in extremely challenging times. The research proves the steadfastness of Ukraine's course towards European integration and describes the main legislative changes and achievements that have taken place in the health care system over the past two years, despite the change in government priorities due to the outbreak of a full-scale war. The author proves the important role of NGOs in the development of the public health system of Ukraine and describes successful cases of NGOs involvement in the provision of public health services.
