Abstract
Метою дослідження є визначення ролі й можливостей цифрових технологій забезпечувати моніторинг і контроль у сфері охорони здоров’я на місцевому рівні.
Description
The purpose of the study is to determine the role and capabilities of digital technologies to ensure monitoring and control in the field of health care at the local level. Current legal acts define the duty of local self-government bodies to provide medical services to the population, at the same time, thanks to the decentralization of power, resources and financial support have been decentralized, and local communities have been entrusted with a number of powers and opportunities in the field of health care. We understand that in modern conditions local selfgovernment bodies have not only new duties, but also new opportunities. Since 2011, the Vinnytsia urban territorial community has had practical experience in the use of digital technologies in the field of health care at the local level. The possibilities of digital technologies in the field of community health care allow uniting medical institutions in the territory of the community to create a single medical information space of the community. The obtained results indicate that the digitization of the health care system at the local level makes it possible to simplify the conduct of medical practice, effectively use and plan resource provision, control the process and ensure the management of the result, improves the population's access to services, forms a qualitatively new list of necessary data for management: forecasting, planning, monitoring and quality control of the provision of medical care, tracking gaps in
its provision, making balanced management decisions. The experience of using monitoring and control of the health care system by local self-government bodies using digital technologies confirmed the effectiveness of the proposed monitoring and control system both under normal conditions and under new challenges and problems: the COVID-19 pandemic and military aggression against Ukraine.
