Abstract
Мета публікації – сформулювати основні питання стосовно майбутнього розвитку найважливіших підсистем методології публічного управління (інструментів публічного управління) у контексті цифровізації: закономірностей; принципів; функцій; форм управлінської діяльності; методів (засобів, способів), механізмів управління, управлінських операцій, процедур, підходів до управління, технологій, теорій та концепцій публічного управління у діалектичному взаємозв’язку зі структурою управлінської діяльності.
Description
Based on the systemic and interdisciplinary approaches, the article identifies and substantiates some problems of the public administration methodology as a knowledge system in the context of public administration transformation, an important component of which is its digitalization. The main scientific and practical problem is as follows: how will the digitalization of public administration affect the main instruments of public administration from a practical and theoretical point of view? In other words, how will digitalization be incorporated into the use of specific public administration tools by a public servant? We are talking about public administration tools, which include the basic concepts and theories of management; basic technologies of public administration: laws of public administration; principles of public administration; functions, methods, forms of public administration; approaches to public administration. These elements of the public administration methodology determine the formation of an equally important instrument of public administration – public administration
mechanisms, which combine and interconnect the laws, principles, functions, methods, forms and approaches of public administration in different ways and with different configurations. The formation and implementation of these public administration tools are aimed at other equally relevant public administration tools – management processes and management procedures. Thus, in parallel with addressing the main topic of this publication, the authors paid attention to and solved the problem of clarifying the interrelationships and interdependencies, correlation of concepts and phenomena within the methodology of public administration as a system consisting of relatively separate elements (public administration instruments). The scientific issues raised in the publication related to the processes of digitalization of public administration are projected onto a specific system of public
administration instruments. This projection is maximally concentrated on the proposed structure of management activities of public servants. Such a formulation of the problem and many specific issues and tasks in the light of ongoing digitalization will hopefully allow in the future formulating job competencies, sets of managerial competencies and conditions for productive professional activity in the training of public servants as clearly as possible.
