Метою дослідження є виявлення особливостей функціонування інститутів соціально-економічної моделі держави добробуту під час воєнного стану на прикладі подій в Україні під час відбиття збройної агресії рф.
Description
The article analyzes the functioning of the socio-economic model of the state during martial law state. It was shown sudden and unplanned changes in the government’s priorities from focused on public goods, related to the well-being of citizens, to the public good, tentatively called "national security". There is a reduction in funding for the needs of socio-economic development of the country and the welfare of citizens due to the need to significantly increase spending on national security. It was justified that during the martial law state the socio-economic model of the state is transferred to a special mode of operation, which has many features in common with the model of the developmental state. It was also shown that in such conditions the social role of the state is reduced to a protective function, but retains its importance in ensuring the well-being of citizens. During the martial law the government is focusing on maintaining the wellbeing of the citizens, supporting economic activity and social protection of vulnerable people by such measures: providing additional social assistance for citizens; supporting economic activity of enterprises, evacuation strategically important enterprises; evacuation of citizens to safe regions of the country, providing temporary shelter or housing, introducing a moratorium on price increases or regulating prices for basic necessities; creates additional benefits for different categories of citizens; provide the functioning of various social services and services, even in limited form (education, health care, social care, environmental control); provides some free services such as public transport, administrative
services. It is argued the necessity of preserving the institutions of the welfare state model (in particular, the system of education, medical care and social protection). The role of institutions of self-organization of citizens as subjects of social policy during martial law is highlighted. The article is supported by the facts and experience of the Ukrainian authorities during martial law (from 24.02.2022).
