Item Adaptive Response Methodology For Sustainable Energy Systems Of The National Economy In The Security Dimension(2024) Kharazishvili, Yurii; Sukhodolia, Oleksandr; Riabtsev, Gennadii; Kalinin, Oleksandr; Us, Galyna; Lunov, YevhenThis article presents a methodology that combines expert assessments and mathematical calculations to quantify the impact of both external and internal threats on the energy security level of a state. The approach utilizes an energy security model to assess the overall impact of changes in integrated index components. Adaptive control methods are employed to decompose integrated indices and security indicators. The methodology incorporates indicators that determine safe existence limits within security gradations and uses normalization techniques and dynamic weighting coefficients. It also formalizes the impact of threats on the integral index, constructs a new trajectory for goal achievement, and decomposes the dynamics into components and energy security indicators. The developed methodology aids in formulating management decisions to mitigate and eliminate threats to energy security, ensuring adaptability within the energy system and maintaining a trajectory of sustainable development. This can be applied at various levels, from local to national, through the Energy Sustainability Plan of the Country.Item Changes in the Political Discourse of Eastern European Countries in the Context of the Migration Crisis and Combating Human Rights Violation(2024) Durdynets, Myroslav; Poda, Tetiana; Kostetska, Lidiia; Svoboda, Ivo; Strelchenko, InnaThe aim of the study is the analysis of changes in political discourse in the Eastern European countries during the migration crisis and its impact on political decisions. A mixed approach, combining graphic methods, comparative methods, sociological method and content analysis of studies and political texts, was used. The results of the study indicate significant changes in the political discourse during the migration crisis, which are characterized by the formulation of migration as a security threat, the prioritization of national identity, and the rise of populism. The political leaders‘ favour of anti-immigration sentiments reflects the influence of public opinion on policy decisions, while the media have played a key role in strengthening the securitized discourse. The study determines the impact of these changes in discourse on policy decisions, including the adoption of restrictive immigration measures and their consequences for European integration, democratic values, socio-cultural dynamics, and security.Item Democratic control of the defence sector in Ukraine(2023) Poshedin, OlehUkraine has declared membership in the European Union and the North Atlantic Treaty Organization as its goal. One of the prerequisites for joining both organizations is the stability of institutions that guarantee, among other things, democracy and the rule of law. For Ukraine, exercising effective democratic control is a crucial issue of civil-military relations. The article analyzes individual words, phrases, and terms defining democratic control of the security and defence sector. Due to the method of synthesis, the elaborated material is generalized. The article’s results are also based on the author’s experience in the Ministry of Defence of Ukraine and cooperation with foreign advisers who provided advisory assistance to the Ministry of Defence of Ukraine. The article considers democratic control as a problem of democratic governance of the defence sector. It is concluded that democratic defence governance allows for responsive, transparent decision-making, policy development, and policy implementation in a manner, which reinforces democratic control.Item Dialogue for peace: the production of knowledge and norms between international practices and local ownership in Ukraine(2024) Kyselova, Tetiana; Axyonova, VeraThis article scrutinises an attempt by Ukrainian dialogue practitioners to produce a set of norms guiding the conduct and funding of dialogue initiatives as a means of peacebuilding in post-2014 Ukraine. Drawing on critical constructivist approaches to the study of norm creation and transfer, the article uncovers the interplay between local and international actors behind this attempt, traces the processes of knowledge and norm production, and examines the extent to which the norms advocated for by dialogue practitioners were appropriated by the affected stakeholders. The study challenges the conception of local actors as receivers of internationally promoted norms and showcases the agency of Ukrainian dialogue practitioners in norm initiation. Simultaneously, it nuances the complex interconnectedness between the multiplicity of domestic and international actors involved in this process and thus adds to the literature questioning the oversimplification embedded in the dichotomy of the local vs. the international in peace research.Item Digital Transformation and Cognitive Challenges in Project Management: Navigating Crises in the Information Society(2025) Herasymchuk, Halyna; Puliak, Olha; Maltseva, Olha; Myhovych, Tetiana; Zharovska, Olena; Maksymchuk, BorysCognitive challenges and decision-making complexity are intensifying in the digital era, particularly within project management frameworks affected by systemic crises such as the COVID-19 pandemic. This study explores how digital technologies reshape project management by influencing information processing, coordination, and governance models in both the private and public sectors. Drawing on empirical evidence from Ukrainian public institutions and SMEs. The article identifies the uneven pace o f digital adoption and the structural, ethical, and informational asymmetries that hinder optimal implementation. The study highlights how big data, intelligent analytics, and emeiging AI applications—particularly neural computing and machine learning—introduce new paradigms o f cognitive processing, configuration management, and value generation across the project lifecycle. It also addresses infrastructural and organisational obstacles, such as digital inequality, information overload, and the need for adaptive decision models. Special attention is given to public administration, where digital tools must balance democratic indusivity with system efficiency. The findings underscore the dual role of digital technologies as both enablers and disruptors of traditional management logic, requiring a fundamental reconceptualisation of how information is structured, evaluated, and acted upon in dynamic environments.Item Dilemmas and trade-offs in peacemaking: A framework for navigating difficult decisions(2019) Kraus, Anne Isabel; Frazer, Owen; Kirchhoff, Lars; Kyselova, Tatiana; Mason, Simon J. A.; Palmiano Federer, JuliaThis article focuses on the dilemmas and trade-offs that third parties face when mediating violent political conflicts. Should they ignore human rights violations because pushing the issue could jeopardize relationships with political actors who grant access for humanitarian aid? Will bringing moderates and hardliners together help the peace process or radicalize moderate actors? What should dialogue facilitators do when the act of identifying non-mainstream groups to be included into dialogue increases division and polarization? The activity of peacemaking is inherently characterized by such process and strategy dilemmas where two equally compulsory imperatives seem not to be attainable at the same time. The article proposes a framework to break out of either-or thinking in these situations. We argue that: 1) making oneself aware of how a decision is perceived, and 2) systematically exploring a set of different strategies for creating new unexpected options helps to ease these decisions and avoid rotten compromises. The model reworks and combines existing problem solving strategies to create a new explorative option generation approach to peacemaking dilemmas and trade-offs. Some of these strategies, such as sequencing and incrementalization, are already well-established in peacemaking. Others, such as compartmentalization and utilization, are rather unconsciously used. All identified strategies, however, are not yet systematically employed to manage third parties' own dilemmas and trade-offs. Under the suggested framework, these strategies can act in complement to synthesize creativity and strategic thinking with surprising ease. Using examples from the authors' peacemaking activities and observations in Myanmar, Thailand, and Ukraine, the article demonstrates the real-world benefits of the framework in terms of decision assessment and optional thinking.Item Distance learning in Ukraine in COVID-19 emergency(Routledge, 2021) Shevchenko, Viktoriya; Malysh, Nataliia; Tkachuk-Miroshnychenko, OlenaThe global outbreak of COVID-19, subsequent lockdown of universities, and suspension of on-campus learning have caught many higher educational institutions off-guard, challenging their ability to adapt to a new delivery system. Distance learning has come under the spotlight as the only option to avoid the disruption of the teaching-learning process irreversibly. The present study outlines the problems facing Ukrainian universities after the quarantine imposition due to the COVID-19 emergency. The research reveals that the emergency transition of Ukrainian universities to distance learning has not been smooth; both professor-tutors and students have been put at an unfair disadvantage. Additionally, the study intends to analyse the specifics of distance learning in the system of higher education of Ukraine in the emergency and activities of Ukrainian universities concerning the problems of transition to distance learning and utilisation of educational online platforms. An internet survey was conducted among Ukrainian university professor-tutors and students to explore the changes to the teaching-learning process under the COVID-19 emergency quarantine. Interviews with senior officials of leading Ukrainian universities were held to explore how they addressed the issue of the disruption of the education process due to the COVID-19 quarantine.Item Enhancement of the Social Policy Management System in the Information Society (on the Example of University Environment)(2025) Riabtsev, Gennadii; Maltseva, Оlha; Herasymchuk, Halyna; Nykolaieva, Valentyna; Hrynyk, Ihor; Kiliievych, OleksandrThe peculiarity of the information society is not only its attitude towards the availability of information facilities, but also new approaches and assessments to the functioning of society. Digitalization leads to the possibility of greater access to other‘s experiences, which enables comparisons to be made and the best behavioral strategies to be formed. This affects perceptions of social policy management both within the system and among stakeholders, changing them in many ways, including neuropsychological and neuroeconomic. Social responsibility has taken on a special value in the realities of the information society and has become particularly important part of social policy. The issues of corporate social responsibility are given quite a lot of attention from the point of view of business aspects, while in the sphere of education the issues of social responsibility are considered to a much lesser extent. The aim of this article is to explore dimensions of enhancing the management of social responsibility policy in the information society on the example of university environment and to identify the attitude of university applicants to the presence of social responsibility policy in the university.Item Enhancing Security in Sustainable Energy Systems for Central European Business: An Adaptive Response Methodology under National Economy(2025) Kharazishvili, Yurii; Sukhodolia, Oleksandr; Riabtsev, Hennadii; Kalinin, Oleksandr; Us, Galyna; Lunov, YevhenThe increasing complexity of energy security threats, both internal and external, poses significant challenges for businesses in Europe, necessitating a robust framework for evaluating and responding to these risks. This article introduces a comprehensive methodology designed to assess the effects of these threats on a state's energy security through two distinct approaches. The first method focuses on identifying imbalances by analysing the deviation of key indicators from established sustainability benchmarks. The second method combines expert evaluations of changes in comprehensive index components with mathematical computations to assess their overall impact through an energy security model. By employing adaptive control techniques, this methodology disaggregates integrated indices of components and security metrics, allowing a nuanced understanding of energy security dynamics. The energy security model incorporates contemporary evaluation methods that define secure thresholds within various security levels, facilitating a structured analysis of vulnerabilities. This flexible response approach formalises the impacts of threats on the holistic index, establishes new pathways for achieving objectives after a threat and dissects emerging dynamics into actionable components and metrics. The primary research objectives include enhancing the strategic planning capabilities of businesses, improving management decision making processes and quantifying threats to energy security in a systematic manner. The findings indicate that this methodology significantly aids managerial decision making, enabling businesses to alleviate the impacts of threats on energy security strategy elements. Furthermore, the Energy Sustainability Plan formalises relevant response strategies at multiple tiers, ensuring the adaptability of energy systems to maintain a sustainable development trajectory. This study contributes to the broader discourse on energy security by providing a practical framework that can be utilised by policymakers and business leaders to navigate the complexities of energy threats in Central Europe. Implications for Central European audience: By assessing internal and external threats to energy security, businesses in Central Europe can proactively address risks and optimise their sustainable energy strategies. Utilising adaptive control techniques and contemporary evaluation methods enhances resilience to evolving threats and ensures the stability of energy systems. This approach provides practical decision making insights and empowers businesses to customise their response strategies, thereby advancing the region's energy security and sustainability initiatives.Item Entrepreneurship in the Era of the Digital Economy. In order to achieve the main goal of activity, entrepreneurs need to make decisions, applying not only generally accepted economic knowledge, but also take into account the emotional state, values and ethical preferences of their consumers. The issue of synergistic application of digital capabilities and scientific achievements in brain research and their adaptation to the economic sphere in business activities is becoming relevant. The purpose of the study is the analysis of entrepreneurial activity in the era of the digital economy in the aspect of neuroeconomic development. A high technical and intellectual level in the era of the digital economy requires entrepreneurs to be constantly up-to-date. An interdisciplinary approach is becoming more effective in training entrepreneurs, which includes not only economic and digital sciences, but also psychology and neurophysiology, which allows expanding the methodology and deepening knowledge about a person. The study of the influence of brain activity on the emotional mood and preferences of consumers has modified standard marketing approaches. The synthesis of marketing science with neurophysiology expands the opportunities of entrepreneurs to study customer preferences and improve their products. Synthesizing the economic meaning of enterprise activity and the way to achieve this meaning led to the digitalization of business activity. Innovative solutions of enterprise activity and the use of digital technologies are the key factors in the development of contemporary enterprises.Item The influence of the decommunization policy on the formation of Ukrainian national identity(2023) Poshedin, Oleh; Kashchuk, KaterynaThe article examined the impact of the decommunization policy in Ukraine on national identity formation. The objectives of the article were to determine the main reasons and consequences of decommunization in Ukraine. A historical approach to determine the causes of decommunization and justify its necessity is applied in the article. Sociological studies and expert opinions on decommunization are analyzed. Based on synthesis, analogy, and abstraction methods, the elaborated material is summarised, and the article’s conclusions are formulated. As a result, the conclusion has been drawn that decommunization could not contribute to the formation of national identity in Ukraine. The outcomes of decommunization had a positive effect only in combination with other efforts (educational process, dialogue with society, language policy). However, given Ukraine’s regional characteristics, it took time to unite the population around a shared historical memory, common symbols, and traditions. The policy of decommunization primarily contributed to the strengthening of regional identity. Moreover, improving the material well-being of Ukrainians and creating favorable conditions for living and working in Ukraine will unite the residents of all regions of Ukraine. These actions will significantly enhance the effect of decommunization in forming national identity.Item Membrane distillation instead of evaporation for concentration of fruit juices(2008) Shapar, O.; Ryabtsev, GennadyThe problems of steady development of economy have been in the center of attention in many countries including Ukraine. The possibility of using the method of evaporation through the obtained membrane is considered for treatment of sewage resulting from styrene, polysterene, polycarbonate, and polysulfone production.Item Rethinking Peace and Victory in Light of Russian Aggression in Ukraine(2025) Kyselova, Tetiana; Landau, Dana M.Russia’s full-scale invasion of Ukraine in February 2022 led to a crisis in the field of peacebuilding, and among scholars of peace and conflict. As an interstate war of aggression, Russia’s war in Ukraine is highly atypical for our times, which raises questions about whether the standard tools of peacebuilding, and established approaches to the study of peace, are applicable. This special issue aims to grapple with these questions from within the field of peace and conflict studies, in particular, to explore what avenues for negotiation, mediation, and peacebuilding there might be in light of Russian aggression against Ukraine. In this introduction, we highlight the need for the field of peace and conflict studies to engage critically with these challenges. We introduce and summarize the different contributions by Ukrainian and foreign scholars to this special issue, before concluding with a number of questions for the broader field of peacebuilding beyond Ukraine.Item State policy in the sphere of protection of cultural heritage in Ukraine(Emerald Group Publishing, 2021) Malysh, NataliiaPurpose The purpose of this paper is to analyze the efficacy of the state policy of Ukraine in the sphere of protection of tangible and intangible cultural heritage, measures of safeguarding cultural property in the event of armed conflict and to assess how and why the state funding of culture has changed. Design/methodology/approach The proposal is to investigate this by discussing the national and international policy frameworks through case study by using quantitative and qualitative methods to disclose if state cultural policy initiatives promote public interest in cultural issues and how the political events in the country affect the distribution of the state funding of culture. Findings Ukrainian state cultural policy initiatives appear to be effective in protecting cultural heritage at both central and local levels despite redistribution in the state funding of this sphere. In cooperation with international agencies, Ukraine effectively promotes its intangible cultural heritage properties. Interest of the public in the state cultural policy issues has grown considerably. Problems exist with the protection of Ukrainian cultural sites located in war zones and disputed territories. Originality/value These findings demonstrate how the state policies aimed at protecting Ukrainian cultural heritage may be effectively implemented at different levels in cooperation with international agencies; how the political landscape in the country promotes the public interest in cultural policy issues. This case forms an example of steps aimed at protecting cultural properties on disputed territories in cooperation with intermediaries, such as UNESCO.Item Statistical Estimation of the Awareness of the Working Age Population about Harmful Consumption of Alcohol as a Risk Factor of Cardoivascular Diseases(2019) Ryngach, N.The article is devoted to the analysis of awareness of the working age population about alcohol abuse as a risk factor for cardiovascular diseases according to the results of a sociological study. The goal is to identify and characterize the awareness of residents of the Dnipropetrovsk region about the harmful alcohol consumption, personal attitudes and practices of drinking, the possibility of minimizing its harmful effects for the prevention and treatment of cardiovascular diseases, as well as the activity to correct this risk factor. The method of personalized formal interviews is used. The survey of a representative sample of the population of working age (N2000) was carried out according to a specially developed methodology of qualitative and quantitative research stages and data collection tools. The study was conducted in 2017 on request of the Dnipropetrovsk Regional State Administration with the financial support of the World Bank. The gap between the almost complete awareness of the respondents (95.1%) and the harmful effects of alcohol abuse on existing cardiovascular disease or its possible future occurrence and actual practice of use was revealed. The majority of respondents reported that they drank alcohol (57.6%) now or had consumed it before (15%). It was shown that men prevailed in the group of those who consumed alcohol almost daily or several times a week (33.3% of those who consumed alcohol, versus 9.5% among women). The most common portion of alcohol among respondents (51.1%), consumed in one take, did not exceed three standard drinks. The main reasons that prompted alcohol consumption were unwillingness to “fall out” from the team (more than 75% of respondents); national traditions (40%); way to relieve stress.(25%). The expediency of studying changes in the situation regarding the prevalence of harmful use of alcohol, habitual practices of its use, activity to minimize harmful effects from the review of prevention and treatment of cardiovascular diseases in particular and adherence to a healthy lifestyle as a whole, after a certain time interval according to a similar methodology has been proved. The results of the survey can be used to assess the effectiveness of measures to improve the health literacy of the population, increase the motivation to change behavior in favor of health, building composite indicators.Item Strategic Analysis of Higher Education Institutions Development in Ukraine Under Current Challenges: An Integrated Approach(2025) Skydan, Maksym; Lopuschnyak, Halyna; Kravchuk, Oksana; Ilchenko-Syuyva, LesyaThe strategic development of higher education institutions (HEIs) during military conflicts represents a critical yet understudied area in educational management research. This study examines the transformation patterns of Ukrainian HEIs during wartime, addressing the urgent need for empirical research on educational resilience under extreme conditions. The research implements a mixed-method approach integrating quantitative and qualitative analyses. Data collection involved a comprehensive expert survey (n=77) representing key stakeholder groups: academic administration (16.88%), teaching staff (19.48%), students (18.18%), regulatory bodies (12.99%), employers (10.39%), and international experts (5.20%). The methodological framework combines SWOT, PESTEL, and SKEPTIC analyses, validated through expert evaluation using a five-point Likert scale. The analysis reveals three critical impact factors: military conflict (4.60/5.0), financial instability (4.55/5.0), and security challenges (4.47/5.0). Ukrainian HEIs demonstrate significant adaptability through technological transformation (91% implementation rate) and international integration (84.5% cooperation rate). Strong correlations emerge between security-financial aspects, technology-education quality, and sociocultural adaptations. The research establishes an innovative framework for analyzing HEIs strategic development during crises, demonstrating that institutional resilience requires synchronized implementation of technological modernization, international cooperation, and enhanced security measures. These findings contribute to crisis management theory in higher education (HE) and provide practical guidelines for institutional adaptation under extreme conditions.Item Theoretical and practical challenges of proper administrative service fee regulation(2025) Tymoshchuk, ViktorThe article addresses one of the recommendations of the European Union outlined in the 2024 Enlargement Report on Ukraine – the adoption of a law on administrative fees. This is indeed a very relevant issue for Ukraine, the resolution of which will significantly impact the functioning of public administration and its relationship with citizens. The adoption of such a law of appropriate quality will contribute to greater stability in the system of providing administrative services through the introduction of moderate and transparent compensatory administrative fees for administrative services. The availability of additional financial resources in this area will help maintain the accessibility and quality of administrative services. Proper legislative resolution of this issue is also a way to overcome certain unscrupulous interests in this field, particularly those of a departmental or other nature.Item Ukrainian travel media: analysis of thematic categories(2022) Shevchenko, Viktoriya; Malysh, Nataliia; Tkachuk-Miroshnychenko, OlenaThis article analyzes the content of Ukrainian travel media to determine their thematic orientation by utilizing content analysis and statistical methods. To verify the representation of different thematic categories in the travel media a two-stage research design was adopted. First, we conducted a survey, applying a random sampling method regarding the most important themes covered by different travel media. Respondents’ answers were analyzed and grouped into several categories: learning about the country, art, lifestyle, famous historical figures, nature and ecology, tips, tourism infrastructure, tourism development, marketing and trends. Second, a content analysis was conducted by using the method of distributive averages of the mode and median to calculate the share of each thematic category. The dominant travel media thematic categories demonstrated the following rating: 1) learning about the country, 2) tips, 3) lifestyle, 4) art, 5) nature and ecology, 6) famous historical figures, 7) tourism infrastructure, 8) marketing and trends, 9) tourism development.
