dc.descriptionThe model of making decisions, concerning the state budget system, at the three levels - regions, the Ministry of Finance, the central bank - is developed in the paper. It is shown the model is reduced to three-level programming problems. Due to extreme complexity of those problems, institutional and legislative mechanisms are applied for their solution in practice.en
dc.description.abstractУ статті розроблено модель прийняття рішень, що стосуються бюджетної системи держави, на трьох рівнях - регіонів, Міністерства фінансів, центрального банку. Показано, що ця модель зводиться до задач трирівневого програмування. Оскільки подібні задачі над­звичайно складні, то для їх розв 'язання на практиці застосовують інституційні та законодавчі механізми.uk
