Н.The reform in school education and the transition to the new (culture-oriented) paradigm in this field require substantial changes in the content of political education of school children. Through integration of the Baltic states into NATO, which began at 2002 Prague Summit, the Alliance wouldget energetic and reliable allies. Integration of Baltic States into NATO would have apositive impact on the regional stability. It would also drastically decrease the practical value of Russia's plans to restore its control over the region of Eastern and Central Europe, would weaken Russia's pressure on other post-Soviet states. Special attention is given to the analysis of legal provisions for the transparency of activities of governmental bodies and public management and to the institutional and personal factors of implementation of the authority openness. The overall goal of public participation is building trustful relations between a territorial community and local authorities.
