The following paper uses case study as a method to answer the research question. This work consists of five chapters and conclusions. The first chapter discusses the research topic, defines the purpose of the research, and provides a literature review on the topic. The second chapter outlines the theoretical basis of the research. The third chapter examines the research method and presents an operationalized structure of analysis based on the model of democratic consolidation by Linz and Stepan as well as the external incentives model by F. Schimmelfennig and U. Sedelmeier. The fourth chapter is devoted to the analysis of the process of democratic consolidation in Georgia and Ukraine based on the operationalized model of democratic consolidation by H. Linz and A. Stepan. The fifth chapter evaluates the effectiveness of the EU conditionality policy using the operationalized model of external incentives by F. Schimmelfennig and U. Sedelmeier. The research showed that Ukraine has been slightly more successful in consolidating its democracy than Georgia due to a better consolidated civil society, more ambitious EU conditionality policy and less pervasive influence of veto players on the political life of the country. While Ukraine’s party system is characterized by pluralism, in Georgia most power is concentrated in the hands of one party "Georgian Dream" under the influence of oligarch Bidzina Ivanishvili, which ultimately led to the gradual deterioration of all indices of democracy. The effectiveness of the EU conditionality policy has not been fully exhausted due to the lack of a clear membership perspective, new incentives, punishment mechanisms for failure to implement reforms, as well as clear criteria and indicators for evaluating the progress. On the part of the target countries, the effectiveness of the EU’s policy of conditionality is weakened by the influence of veto players on political life, the unfavorable geopolitical and domestic situation, as well as availability of alternative rewards with lower adoption costs and losses for the government in power.Item Інституційна трансформація механізмів реалізації регіональної політики України(2023) Бутенко, Ілля; Чабанна, МаргаритаПорівняння ключових аспектів регіональної політики України в період становлення 1992-2014 рр, періодів реформ в 2014-2019 та 2019-2022 та після початку повномасштабного російського збройного вторгнення в 2022р.Item Controversies in politics of the Left party in Germany towards Ukraine before and after the beginning of Russia’s full-scale invasion of Ukraine(2023) Gordiienko, Anastasiia; Yakovlev, MaksymThis paper provides an examination of the politics, policies, and positions of the Die Linke Party regarding Ukraine and Russia. It specifically focuses on the changes in Die Linke's policies towards Ukraine before and after the onset of the full-scale war in 2022 and the influence of varying positions held by party members on the decision-making process. By analyzing intra-party dynamics, power distribution, and key figures within the party, this study fills a gap in the existing scientific research on the Left Party's policies towards Ukraine before and after the beginning of the Russian war in 2022. The relevance of the Left Party's policies toward Russia and Ukraine stems from several factors. Firstly, the party's historical connections with the Soviet Union and its prominent role in German politics make its stance on these issues significant for understanding broader dynamics in German foreign policy. Secondly, Germany's reliance on Russian gas and concerns regarding the potential influence of commercial interests on German politicians and entrepreneurs further highlight the importance of this topic. Lastly, despite extensive research on German foreign policy towards Russia and Ukraine, more explicit information is needed to focus on the attitudes of German political parties, including the Left Party, towards Ukraine. The Left Party's position on the Ukrainian conflict is characterized as complex and evolving, reflecting internal debates and divisions within the party. While the party's official stance condemns Putin's violation of international law and advocates for diplomacy, the statements and actions of prominent party figures like Wagenknecht present a more nuanced perspective. The Left Party's stance on the Ukrainian conflict has sparked discussions and controversies within the political landscape. Теоретики та дослідники популізму не виявляють єдності ні в поясненні причин та передумов виникнення популістських сил і росту їхньої електоральної підтримки, ні навіть у самому розумінні терміну «популізм» та його природи. Тому, на основі наукових праць на тему популізму в роботі були виявлені основні атрибути популізму, які склали основу методу визначення ступеня популістичності політичних партії. Об’єктом аналізу стала італійська популістична партія “Рух п’яти зірок”. На основі методу було проаналізовано дискурс партії перед парламентськими виборами 2013 та 2018 року. В результаті аналізу ми побачили, що під час перших для партії виборів, вона поєднувала в собі майже повною мірою всі виявлені атрибути, в той час як на момент других виборів - багато атрибутів в риториці були представлені з меншою інтенсивністю, інші зникли взагалі.Item Інтеграція жінок-військовослужбовців у вирішення військових конфліктів: кейси США та України (Integration of servicewomen in resolving military conflicts: the cases of the United States and Ukraine)(2020) Костюченко, Ірина; Кисельов, СергійВ умовах значних змін в характері ведення війн сучасності, перед державами світу постає гостре питання реформування армії відповідно до нових загроз та викликів в оборонній сфері. Одним із процесів змін має стати успішна повна інтеграція жінок у вирішення військових конфліктів, оскільки вони мають потенціал для виконання бойових завдань у військових операціях. Досвід участі жінок в вирішенні військових конфліктів в Іраку, Афганістані та Україні показав необхідність залучення жінок з метою підвищення боєздатності армії та встановлення гендерної рівності у військовому середовищі. У першому розділі визначено категоріальний апарат дослідження та особливості військових конфліктів сучасності та виокремлено причини необхідності участі жінок-військовослужбовців у вирішенні військових конфліктів у загальному контексті та зі специфікою миротворчих війн. У другому розділі описано п’ять етапів інтеграційного процесу американських жінок у військову службу та їх роль у військових операціях в Іраку та Афганістані. У третьому розділі розкрито питання державного регулювання статусу жінок-військовослужбовиць в ЗСУ та встановлено відповідність між практичним досвідом участі жінок у російсько-українській війні (на базі емпіричних даних) з причинами необхідності їх інтеграції. Досвід участі жінок у бойових діях на Сході України показав необхідність подальшого реформування державної політики щодо військовослужбовиць.Item Зміна рівня підтримки НАТО населенням України протягом 2014-2019 років: регіональний вимір(2020) Коваленко, Софія; Чабанна, МаргаритаДослідження сфокусоване на зміні ставлення населення України до НАТО протягом 2014-2019 років на регіональному рівні. Перший розділ дослідження присвячений аналізу історій відносин України з НАТО. Він дає змогу зрозуміти, як розвивалися двосторонні відносини Україна-НАТО з 1991 року. Важливою датою у відносинах є Бухарестський Саміт НАТО 2008 року. У Заключній Декларації Саміту Союзники погодилися, що Україна стане членом Альянсу. Після 2014 року НАТО посилила свою практичну допомогу Україні. Так, протягом 2019 року Організація через 16 різних програм та Трастових Фондів надала Україні допомогу розміром понад 40 мільйонів євро. У другому розділі проаналізовано основні регіональні відмінності у рівні підтримки євроатлантичної інтеграції. Описано основні чинники, які впливають на рівень підтримки НАТО в різних областях України. Окрім цього, цей розділ дає підстави стверджувати, що на рівень підтримки НАТО впливає комплекс чинників. Третій розділ присвячений, з однієї сторони, підставам для проведення всеукраїнського референдуму відповідно до Конституції України, а з іншої сторони, поясненню ставлення НАТО до референдуму у країні, яка хоче доєднатися до "євроатлантичної родини". Експертне інтерв’ю з Барборою Маронковою, директором Центру інформації та документації НАТО в Україні, дозволило проаналізувати словацький досвід проведення референдуму про вступ країни до Альянсу та показало офіційну позицію НАТО щодо референдуму.
