Abstract
У статті досліджено статус одного із суб’єктів адміністративного права, а саме Державного управління справами (ДУС). З’ясовано особливості адміністративно-правового статусу ДУС, його основні завдання. Проаналізовано види та обсяг фінансового публічного ресурсу, який розподіляється через ДУС. Досліджено особливості перерозподілу публічного ресурсу в інтересах Верховної Ради України, Кабінету Міністрів України. Зроблено висновок щодо можливості перерозподілу публічного ресурсу через ДУС як діяльності, яка має ознаки корупції. Запропоновано переглянути цей механізм розподілу публічного ресурсу шляхом ліквідації ДУС та передання його функцій Адміністрації Президента України, Секретаріату Кабінету Міністрів України, Апарату Верховної Ради України.

The article offers the material about the status of one of the subjects of administrative law, namely the State Management of Affairs (SMA) and clarifies the features of the administrative and legal status of the
SMA, and its basic tasks. The State Management of Affairs (SMA) is not a part of the public authority of Ukraine. The SMA is granted by proper resources to exercise its tasks. This resource can be aimed as public resource since it
is directed for provision of the state body activity. The author analyzes the types and amount of public financial resources distributed through the SMA.
The resource can be understood as everything that is needed for people. Public resource must be understood as different objects which citizens have passed to the public authority to exercise its functions. These resources include logistical facilities (buildings, machines, etc.); financial resources (budget tools, shares, stocks, etc.); human resources (public service); legal resources (power, law); information; natural, and other resources. The administration of the resources is understood as purposeful influence on the system to provide its effective functioning and development. The author examines the features of the redistribution of the public resources in the interests of the Verkhovna Rada of Ukraine and the Cabinet of Ministers of Ukraine. The conclusion is made about the possibility of redistribution of public resources through the SMA as activities that have signs of corruption.
It is proposed to review the mechanism of the public resources by eliminating the SMA and transferring its functions to the Presidential Administration of Ukraine, the Cabinet of Ministers of Ukraine, the Verkhovna Rada of Ukraine.
