Abstract
Метою дослідження є аналіз основних напрямів трансформації національної системи охорони здоров’я під час війни і повоєнного відновлення та перспектив завершення медичної реформи в Україні.
Description
The transformation of the national health care system is taking place in the difficult conditions of martial law, damaged infrastructure, uneven load on medical facilities in different regions, which leads to the need to increase the total amount of public spending on health care, their differentiated distribution with increased control over use. The low intensity of medical care actualizes the need to complete the medical reform with the transition to hospital districts, create cluster medical facilities, strengthen the responsibility of local authorities for the quality of medical care, additional financing of medical facilities and decision-making regarding local hospitals. Restoring the functionality of the network of medical institutions and ensuring access to basic services to meet the current, growing and new needs of patients is considered as an opportunity to transition to a new quality of the health care system.
