Abstract
This article investigates problems of implementation of pardon in Ukraine. The Ukrainian criminal-legal policy concerning types of pardon during 1962-2016 is highlighted. The critical view of the author on the operating types of pardon in Ukraine, on a question of an assessment of subjects of the mercy appeal is stated. Shortcomings and ways of improvement of legislation in the field of pardon are revealed. Development of the concept of pardon formalization is offered.
