Such a compromise cannot be identified by a majority vote. Indeed, in m-any instances, the majority vote is only the means by which he who writes the question thereby dominates the political agenda. A compromise can be identified, however, by using a multioption voting procedure, the most accurate (and therefore most democratic) form being the modified Borda count and/or the Condorcet system.Item Regional Split in Ukraine: the Case of Political Culture(2002) Pohorila, NataliyaThe article considers the distribution of some aspects of political culture (political competence, trust in politicians and the voting rate) in the regions of Ukraine using a solid empirical basis (20381 interviews collected by Kiev International Institute from May 2001 to April 2002). The popular belief that western region of Ukraine is a seat for the strongest political engagement of population is tested. The data show the absence of one unique pattern of political culture in the western region. The three elements of political culture are strongly discorrelated here and in other regions of Ukraine. This means that only Galicia region without Ternopil oblast shows coherent political culture, otherwise components are unevenly developed. Some central and southern oblasts have either high political competence or high voting rate.
