dc.description.abstractDespite allegations of fraud and elite manipulation, voting in Russia since 1993, including its Duma and presidential elections, follows a largely consistent and understandable pattern. The question is whether the same can be said of Ukraine, which has been the target of many of those same allegations of manipulation. Using an analysis based on official data aggregated up to the level of individual rayons, this essay shows that a similarly consistent pattern emerges between the parliamentary elections of 1998 and 2002. However, when the presidential election of 1999 is added to the analysis, various anomalies emerge to suggest that vote flows from the parties that competed in 1998 to a subset of candidates for president do not wholly mirror the patterns we observe in Russia.en
