dc.description.abstractУ статті йдеться про особливості організації органів місцевого самоврядування в різних країнах. Проаналізовано конституції різних країн та нормативно-правові акти, які визначають статус місцевих органів самоврядування. Розглянуто важливість функціонування органів місцевого самоврядування як одного з основних демократичних інститутів держави. Також проаналізовано співвідношення між ефективним управлінням громадою та фінансуванням місцевих органів влади. Встановлено, що плідність роботи органів місцевого самоврядування значною мірою залежить від можливості локальних органів влади приймати рішення стосовно встановлення податків та зборів. Приділено увагу принципу субсидіарності як одному з ключових для існування місцевих органів влади. Зроблено висновок, що наявність органів місцевого самоврядування є обов’язковою умовою демократичності для громадянського суспільства. Саме завдяки місцевому самоврядуванню громада має можливість управляти місцевими справами та ефективно розв’язувати проблеми відповідно до своїх потреб.uk_UA
dc.description.abstractThe article is focused on organizational peculiarities of local self-government bodies in different countries. The article also provides analysis of constitutions of different countries and normative-legal acts that define the status of local self-government bodies. Special attention is paid to the importance of functioning of local self-government bodies as one of the main democratic institutions of the state. Undoubtedly, involvement of citizens in the administration of the state is considered to be of a great import. The interaction between the territorial community and the elected representative of the community is significant for the existence and implementation of the power of citizens, since it gives them the right to participate in solving local problems and to be involved in local politics. The interdependency between effective community management and local government taxes has also been analyzed. The article demonstrates the importance of the principle of subsidiarity for efficient work of the local government bodies. This principle ensures interaction between public authorities and local self-government, considering that local authorities should give priority to solving local issues. Moreover, state institutions must respond to all changes in the society, and local self-government bodies should contribute to this. One of the important functions of subsidiarity is the ability to manage affairs at the local level without interference by the central government which is illustrated by the case of the Swiss Confederation. It should also be noted, that having extensive powers and directly representing the population, local self-government bodies do not always perform their functions properly. The importance of the power of a mayor is analyzed using the example of Bolivia, where municipal infrastructure and economy are heavily dependent on local self-government bodies.en_US
