Abstract
This research examines the issue of excessive time spent by citizens on the registration of death, a problem exacerbated by the conditions of martial law in Ukraine. The study identifies core systemic inefficiencies, including outdated paper-based procedures, fragmented information systems, and limited service accessibility in frontline and de-occupied regions.
