Thus, industrial and external economic policy of the State first of all have to be tightly connected and directed upon gaining high efficiency and competitive advantage in industrial production.

    Is there an Asset Substitution Motive in Ukrainian Dollarization?

    The phenomenon of dollarization — residents in a given country holding a proportion of their assets in the form of foreign currency and foreign currency denominated assets — has become widespread in transition economies. This paper tests two hypotheses on Ukrainian data. The first is that dollarization in Ukraine is driven by portfolio balance considerations, i.e. by differences in real rates of returns. The second is the existence of hysteresis in dollarization pattern. Despite the data limitation, the paper founds that the difference in rates of return does play a significant role in explaining dollarization, leading to a conclusion, that large part of dollarization represents asset substitution. However, unlike what have happened in Latin American, there is no evidence so far of downward rigidity in dollarization in Ukraine.

    Barter Economy in the New Institutional Perspective

    This article presents a discussion of the theoretical and methodological approaches to the analysis of economic distortions in post-Soviet countries. Here we justify and illustrate the neoinstitutional methodology in the economics of transition. In particular, we outline the transaction cost-benefit analysis for the studies of barterization that we observe during the transition from plan to market. Also the validity of the neoclassical and neoinstitutional approaches to the economic policy design is compared.

    Проблеми визначення трансакційних витрат

    In this article the major impediment to the efficient market functioning is analyzed. That is transaction costs. The concept of transaction costs is rather new in economic theory. Thus, it is not clearly defined. Economists are still arguing about its definition. Their definitions vary from micro to macro level. The article represents an attempt to point out major approaches toward transaction costs. Moreover, it describes the main elements of transaction costs and the types of transaction costs such as ex ante and ex post transaction costs.
