Abstract
On December 9, 2019 during the first and only meeting of the leaders of Ukraine,
Germany, France, and Russia in Paris, a number of agreements were reached to restart the
peace process in the Donbas.
Ukraine and Russia immediately commenced to provide different versions of interpretations
of these agreements, and the Ukrainian public became the battleground for these
competing interpretations.
In the year since the meeting in Paris, Ukrainian authorities have tried different ideas and
ways to breathe a new life into the peace negotiations and to win public support for the
policy of reintegration of the occupied territories.
This analytical report, prepared jointly by experts of the School for Policy Analysis at the
National University of Kyiv-Mohyla Academy (SPA NaUKMA) and Ilko Kucheriv Democratic
Initiatives Foundation, illustrates how Ukrainian society has reacted to President Volodymyr
Zelenskyy’s policy on war and peace in the Donbas.
Based on our analysis of public opinion polls’ results that were conducted in September
2019 – November 2020, we assessed Ukrainian government’s effectiveness and made policy
recommendations for Ukrainian authorities and international partners to promote the
consolidation of Ukrainian society and to broaden support for the deoccupation policy of
the Donbas.
