The article highlights the social and pragmatic value of such prosodic systems as prominence and tone within the discourse analysis of official speech. Intonation as a communicative structural plan of expressing an utterance is an independent and freestanding system. It doesn't depend on the grammatical and syntactical structure of an utterance and a speaker's attitude. The proposed system of independent, social and pragmatic meanings of intonation will become an effective and managable means of realizing individual communicative strategies. Intonation categories of prominence and tone are investigated from the point of view of one of the most important principles of official communication, i.e. the cooperative value.
