Reforms of public health sector reflect the processes of political modernization and occupy an important place in political rhetoric. In Ukraine, the current policy in the health sector is not in line with international requirements and public expectations. The benchmark for the formation of a new national strategy for health policy can serve Ottawa Charter for Health Promotion, which defines ways to reorient health care treatment for non-medical prevention.
