Abstract
At the end of millenium, states began to take measures to increase competition for their social health insurers, hoping to impove efficiency in their areas of health insurance and health care. Then the generalized equality of price and marginal cost will mean that competing health insurers will charge a high premium for high risks and a low premium for low risks simultaneously: high risks are characterized by a relatively high expected cost of treatment due to the high probability of disease. As the benevolent state wants all its citizens to be provided with health insurance, there are the issues of risk selection in health insurance markets. Responses to those issues are based upon the information technologies.
