dc.descriptionThe article is devoted to the study of the socio-economic situation in the country in the pre-war period and during the period of the armed aggression of the Russian Federation against Ukraine, which is currently ongoing. A comparative analysis of the structural shifts occurring in the regional distribution of the formation of the Gross Domestic Product and the challenges facing humanitarian and social policy in Ukraine was carried out. Based on the analysis of changes in the ratio of disposable income per capita in the regions of Ukraine to the national average in the pre-war and post-war periods, a conclusion was made about the preservation of a high level of stratification of the regions of Ukraine by per capita income. Analysis of the dynamics of exports of goods and services from Ukraine for the period 2013–2023 indicates a trend of a sharp reduction in exports, which is primarily explained by the occupation of part of the eastern regions of Ukraine, whose industrial enterprises played a significant role in the country’s export potential. It has been proven that the armed aggression of the Russian Federation against Ukraine has had a significant impact on the well-being of the population in the country, which indicates the vulnerability of the socio-economic system of Ukraine to military risks and the need to form sustainable mechanisms for the restoration and support of domestic demand. It is emphasized that a significant portion of internally displaced persons (IDPs) requires financial and housing support, which emphasizes the need for comprehensive humanitarian assistance and a systemic policy for the reintegration and support of the affected population. It is concluded that international financial assistance in 2023–2024 remained a key source of support for the state budget of Ukraine, providing financing for priority social, humanitarian, and other nonmilitary expenditures related to the restoration of the socio-economic sphere of Ukraine. The main role in budget support is played by the European Union, the International Monetary Fund, the World Bank, and individual governments of partner countries, which is confirmed by the receipt of significant concessional credits, grants, and loans.en_US
dc.description.abstractСтаттю присвячено дослідженню соціально-економічної ситуації в країні в довоєнний період та під час збройної агресії РФ проти України, яка триває. Здійснено порівняльний аналіз структурних зрушень, які відбуваються в регіональному розподілі формування валового внутрішнього продукту, та викликів, які стоять перед гуманітарною та соціальною політикою в Україні. На основі проведеного аналізу змін у рівнях співвідношення наявного доходу населення в регіонах України в розрахунку на одну особу до середньонаціонального рівня в довоєнний та воєнний періоди зроблено висновок про збереження високого рівня стратифікації регіонів України за рівнем доходів на душу населення. Аналіз динаміки експорту товарів і послуг України за період з 2013 по 2023 р. свідчить про тенденцію різкого скорочення експорту товарів і послуг, що передовсім пов’язано з окупацією частини східних регіонів України, промислові підприємства яких відігравали значну роль в експортному потенціалі країни. Доведено, що збройна агресія РФ проти України спричинила суттєвий вплив на рівень добробуту населення в країні, що свідчить про вразливість соціально-економічної системи України до воєнних ризиків і необхідність формування стійких механізмів відновлення та підтримки внутрішнього попиту. Наголошено, що значна частина внутрішньо переміщених осіб (ВПО) потребує фінансової та житлової підтримки, а отже, потрібна комплексна гуманітарна допомога та системна політика щодо реінтеграції і підтримки постраждалих верств населення. Зроблено висновок про те, що міжнародна фінансова допомога у 2023–2024 рр. залишалася головним джерелом підтримки державного бюджету України, забезпечуючи фінансування першочергових соціальних, гуманітарних та інших невійськових видатків, пов’язаних із відновленням соціально-економічної сфери України. Основну роль у бюджетній підтримці відіграють Європейський Союз, Міжнародний валютний фонд, Світовий банк та окремі уряди партнерських країн, завдяки яким Україна отримала значні пільгові кредити, гранти та позики. uk_UA
