dc.descriptionAccording to the scale of competence of electoral commissions (from the Central to local ones), especially taking into account their authority to provide "calling and holding election" and ’"adhering to and equal use of the legislation on elections" not only by the subjects of electoral process, but by other bodies of the executive power, enterprises, establishments, offices, organizations, mass media, i.e., by a wide range of subjects of law (see, for example, articles 30-32 of the Law "On election of national deputies of Ukraine"), we come to conclusion that these state bodies belong to the executive branch. At the same time it should be admitted, that electoral commissions are not completely typical bodies of executive power because of the temporary character of their majority, the way of their formation and the character of relations with the other bodies of the executive power.en_US
dc.description.abstractВиходячи з обсягу компетенції виборчих комісій (від Центральної до дільничної), особливо беручи до уваги їх повноваження забезпечувати "підготовку та проведення виборів" і "додержання й однакове застосування законодавства про вибори" не лише суб’єктами виборчого процесу, але й іншими органами виконавчої влади, підприємствами, закладами установами, організаціями, засобами масової інформації, тобто широким колом суб’єктів права (див., наприклад, статті 30-32 Закону "Про вибори народних депутатів України", доходимо висновку про належність цих державних органів до галузі виконавчої влади. Водночас треба визнати, що виборчі комісії є не цілком типовими органами виконавчої влади з огляду на тимчасовий характер більшості з них, спосіб їх формування та характер стосунків з іншими органами виконавчої влади.uk_UA
