| dc.description | The degree of threat of bioterrorism at the current stage has significantly decreased, theoretically, as follows the threat continues to exist, but the probability of actual terrorist bioattacks is limited to a whole range restraining factors: which include, first of all, the following: difficulties in obtaining a pathogen suitable for their purposes by alleged bioterrorists; difficulties with the justification of the choice of the nosoform and the isolate (genotype) of its causative agent in the interests of achieving the goal(s) of the intended bioattack; difficulties with the implementation in practice of the most effective method of application of the selected or existing pathogen; difficulties with definition and compliance depending on the conditions of the bioattack from the place, time, state of the atmosphere, ventilation flows in houses and buildings; difficulties with finding and involving specialists capable of managing and (or) leading in the preparation of an anticipated bioattack work with pathogens of a viral or bacterial nature, standing on the border of the actual research activities and require appropriate laboratory equipment and experience; delay in time expected from attack effect, due to the duration of the incubation period, characteristic for this disease, which in turn depends not only on the properties of the corresponding pathogen, but also from the heterogeneity of immunological and age-related reactivity of people in the affected area The relevance of the research is related to the ongoing military conflict in Ukraine, the use of chemical weapons on its territory by the aggressor state. The purpose of the study is to study the peculiarities of bioterrorism, as a specific type of terrorism, in the conditions of martial law. In accordance with the set goal of the research, its task is the analysis of scientific literature and legal acts on the specified subject. General and special methods of scientific knowledge were used to implement the goals and objectives of the research. The results of the study are the substantiation of the statement that responsibility for bioterrorism is provided for by international legal acts. The conclusions of the research are the argumentation of the point of view that the international norms of humanitarian law regulate the issue of the use of military chemical weapons, as well as those that are used as a means of committing a terrorist act. | en_US |
| dc.description.abstract | Актуальність дослідження пов’язана з воєнним конфліктом, який триває в Україні, використанням на її території державою-агресором хімічної зброї. Метою дослідження є вивчення особливостей біотероризму як специфічного різновиду тероризму в умовах дії воєнного стану. Відповідно до поставленої мети дослідження його завданням є аналіз наукової літератури та нормативно-правових актів за зазначеною тематикою. Для реалізації мети та завдання дослідження було використано загальні та спеціальні методи наукового пізнання. Результатами дослідження є обґрунтування положення про те, що відповідальність за біотероризм передбачено міжнародними нормативно-правовими актами. Висновками дослідження є аргументація точки зору, що міжнародні норми гуманітарного права врегульовують питання застосування військової хімічної зброї, а також такої, яку використовують як засіб для здійснення терористичного акту. | uk_UA |
