dc.description.abstractThe article is devored to study of histirecal and lega; aspects of the proclamatiom of the Ukranian Soviet statehood. The causes, peculiarties and consequences of the formation of the Ukranian Soviet statehood have been clarified. The decisions of the First All-Ukranian Congress of Soviets were analyzed. The place ans role of the Central Executive Committe of the Councils of Ukraine and the People`s Secretariat in the formation of the Ukranian Soviet statehood were established. It was concluded that the formation of Soviet center in Ukraine allowed Soviet Russia to formally stay away from events in Ukraine, intoducting them as an internal conflict between the "workers" and peasants authorities in Kharkiv and "bourgeois-nationalist" in Kyiv. By this, Russian troops, who fought against the UPR, could act on behalf and under the guise of Ukranian Soviet power.en_US
