dc.descriptionThe article is devoted to the study of the structure of revenues of the State Budget of Ukraine in the conditions of martial law, which caused significant transformations in the sphere of public finance. The state budget has de facto become the only source of financial stabilization of macroeconomic imbalances and ensuring the country's defense capability, as the needs of the security sector (defense, public order and security) have increased, and the burden on social protection has faced new challenges. The main sources of revenue, in particular tax and non-tax revenues, were identified, and the role of international financial assistance as an important factor in ensuring budgetary balance and supporting the state's solvency was outlined. It is noted that significant amounts of external funds received were directed specifically at eliminating cash gaps in the State Budget of Ukraine and eliminating current deficits. Changes in the structure of the State Budget of Ukraine's revenues compared to the pre-war period, namely 2021, were analyzed, which revealed an increased dependence on external financial resources — grants and loans from international partners. This situation creates new challenges for the implementation of fiscal policy and, in general, for the financial security of the state due to the growing debt burden. Conclusions have been drawn regarding the need to improve mechanisms for mobilizing domestic resources, increasing the efficiency of tax administration, and optimizing the tax system, taking into account current challenges and the development of digital tools in the field of taxation. It is also important to increase the transparency and targeted use of funds from foreign countries and international organizations, which should strengthen the trust of partners and gradually shift to the use of grants received for capital and strategic needs, rather than solely covering cash gaps in the state budget. In turn, strengthening cooperation with international partners on the basis of long-term support programs will contribute to the gradual restoration of financial stability, increased investment attractiveness, and economic sustainability of Ukraine in the context of post-war reconstruction.en_US
dc.description.abstractСтаття присвячена дослідженню структури доходів Державного бюджету України в умовах воєнного стану, що зумовив суттєві трансформації у сфері публічних фінансів. Державний бюджет де-факто став єдиним джерелом фінансової стабілізації макроекономічних дисбалансів та забезпечення обороноздатності країни, оскільки потреби силового блоку (оборона та громадський порядок і безпека) зросли, а навантаження на сферу соціального захисту отримало нові виклики. Визначено основні джерела доходів, зокрема податкові та неподаткові надходження, а також окреслено роль міжнародної фінансової допомоги як важливого чинника забезпечення бюджетної збалансованості та підтримки платоспроможності держави. Зазначено, що значні суми отриманих зовнішніх коштів були спрямовані саме на ліквідацію касових розривів Державного бюджету України та ліквідацію поточних дефіцитів. Проаналізовано зміни у структурі доходів Державного бюджету України у порівнянні з довоєнним періодом, а саме 2021 роком, що дозволило виявити посилення залежності від зовнішніх фінансових ресурсів — грантів та кредитів міжнародних партнерів. Така ситуація створює нові виклики для реалізації бюджетно-податкової політики та загалом для фінансової безпеки держави через зростання боргового навантаження. Зроблено висновки щодо необхідності удосконалення механізмів мобілізації внутрішніх ресурсів, підвищення ефективності податкового адміністрування й оптимізації податкової системи з урахуванням сучасних викликів та розвитку цифрових інструментів у сфері оподаткування. Важливим також є підвищення прозорості та цільового використання коштів від закордонних країн і міжнародних організацій, що має посилити довіру з боку партнерів та поступово перейти до використання отриманих грантів на капітальні та стратегічні потреби, а не покриття виключно касових розривів державного бюджету. В свою чергу, зміцнення співпраці з міжнародними партнерами на основі довгострокових програм підтримки сприятиме поступовому відновленню фінансової стабільності, зростанню інвестиційної привабливості та економічній стійкості України в умовах післявоєнної відбудови.uk_UA
