Abstract
Автори статті надають характеристику забезпечення прав людини на охорону здоров’я в умовах воєнного стану в світлі досягнення Цілей сталого розвитку ООН. Наводяться наслідки військових дій в Україні, спричинена шкода сфері охорони здоров’я та зазначено про найбільшу кількість біженців у Європі з часів Другої Світової війни. Зауважено, що досягнення Цілей сталого розвитку було під загрозою після запровадження карантинних заходів з 2019 року, а військові дії в Україні ще більше вплинули на досягнення Цілей. Здійснено огляд окремих Цілей сталого розвитку у сфері охорони здоров’я в умовах війни та наведено нормативно-правові акти, що прийняті для стабілізації ситуації. Надаються на розгляд та обговорення загалу висновки щодо вчасного реагування системи охорони здоров’я України на виклики військового часу. В умовах військового стану права людини в деяких сферах було обмежено. Але підкреслено, що основні права на охорону здоров’я в Україні дотримуються завдяки оперативним діям органів влади України, розподілу ресурсів, застосування інформаційних технологій та дякуючи міжнародній допомозі, що надається у сфері охорони здоров’я. Разом з тим, в статті робляться висновки про те, що військові дії в Україні вплинули на досягнення Цілей сталого розвитку у всьому світі та можуть викликати погіршення здоров’я через недоїдання, поширення інфекційних хвороб. Обґрунтовується необхідність подальших досліджень питань забезпечення прав людини на охорону здоров’я в умовах воєнного стану, так як останні створюватимуть перспективи теоретичних та практичних напрацювань, а також сприятимуть розв’язанню проблемних питань на цьому напрямку досягнення Цілей сталого розвитку.
Description
The authors of the article provide a characterization of ensuring human rights to health under martial law in the light of the UN Sustainable Development Goals. The consequences of hostilities in Ukraine are cited, damage to health care has been inflicted, and the largest number of refugees in Europe since World War II is noted. It is noted that the Sustainable Development Goals have been threatened since the imposition of quarantine measures beginning in 2019, and that military action in Ukraine has further affected the achievement of the Goals. An overview of selected Sustainable Development Goals in war-related health care is provided, and the regulations adopted to stabilize the situation are cited. Conclusions on the timely response of Ukraine’s health care system to wartime challenges are presented for consideration and discussion. Under martial law, human rights have been limited in some areas. But it isemphasized that the basic rights to health care in Ukraine are respected thanks to the prompt actions of Ukrainian authorities, the allocation of resources, the use of information technology, and thanks to international assistance provided in the field of health care. At the same time, the article concludes that military actions in Ukraine have affected the achievement of the Sustainable Development Goals worldwide and may cause health deterioration due to malnutrition, the spread of infectious diseases. The necessity of further research of the issues of ensuring the human rights to health care in the conditions of martial law is substantiated, as the latte r will create the prospects of theoretical and practical developments, as well as will contribute to the solution of problematic issues in this direction of achieving the Sustainable Development Goals.
