dc.descriptionThe article deals with the distribution of foreign powers in the European Union. Emphasis is given to the principle of conferral (d’atribution de competence) as a fundamental principle of power distribution between the EU and its member-states in new system of codification of foreign policy competences after the Lisbon treaty. Particular attention is paid to the EU authorities under the exclusive competence; shared areas of competence the Union and the Member States, the EU competence to take actions to maintain, coordinate and supplement actions of Member States as subcategory of shared competences. Also, the role of other principles such as subsidiarity and proportionality that define vertical distribution of powers and deal with practical implementation of EU foreign policy is discussed. Furthermore an attempt made to correlate the competences of the EU in the CFSP and “small” policy in the context of the assessment of foreign models EU and consistency of its foreign policy.en
dc.description.abstractУ статті розглянуто питання розподілу зовнішньополітичних повноважень у Європейському Союзі. Особливу увагу приділено принципу наділення повноваженнями в контексті запровадженої Лісабонською угодою кодифікації ком- петенцій. Проаналізовано повноваження ЄС у рамках виключної компетенції, сфери спільної компетенції Союзу і держав- членів, компетенції ЄС вчиняти дії для підтримання, координації та доповнення дій держав-членів, як підкатегорії спільної компетенції, окреслено роль інших принципів вертикального розподілу компетенції, таких як субсидіарність та пропорційність, що стосуються практичної реалізації зовнішньої політики ЄС. Зроблено спробу співвіднести повноваження ЄС у частині СЗБП і “малої” політики в контексті оцінки зовнішньополітичної моделі Єс та узгодженості його зовнішньополітичної діяльності.uk
