dc.descriptionThis article examines the security transformation of Europe’s geopolitical space after 2020. It is argued that the geopolitical space of Europe should be understood not merely as a collection of states within a specific territory, but as a system of spatially organized political, military-strategic, institutional, energy, and communication ties, within which influence, security guarantees, zones of vulnerability, and deterrence mechanisms are distributed. It is demonstrated that after 2020, the European security space entered a phase of accelerated restructuring, and Russia’s full-scale invasion of Ukraine in 2022 marked the moment of an open breakdown of the previous model of continental stability. It has been established that the main manifestations of this transformation were: a change in the security status of Eastern Europe; a shift from the logic of buffering to the logic of forward deterrence; a reassessment of the role of NATO and the European Union as centers of security governance; Russia’s loss of its status as a relatively legitimate security mediator; a reassessment of "frozen" conflicts as factors of pan-European destabilization; and Ukraine’s transformation into one of the key elements of the new configuration of European security. The author proposes an approach according to which the security transformation of Europe’s geopolitical space should be assessed not only in terms of the emergence of new threats, but also in terms of changes in the functional roles of individual regions, the status of key security actors, the nature of institutional responses, and the spatial distribution of responsibility for deterrence. It is argued that after 2020, Eastern Europe ceased to be a peripheral buffer between centers of power and became a space of frontline deterrence, upon whose stability the resilience of the entire continental security system depends. It is demonstrated that "frozen" conflicts can no longer be viewed as local or isolated phenomena, as they serve as instruments of spatial control, blocking states’ integration choices and causing long-term destabilization of Europe’s eastern flank. Separately, it has been established that in the new security configuration, Ukraine is not merely an object of foreign policy but one of the defining elements of the European deterrence system, the resilience of which tests the effectiveness of NATO, the European Union, sanctions policy, defense-industrial coordination, and long-term support for the democratic security order. The practical significance of the study lies in the possibility of using its conclusions for further analysis of the new European security system, Ukraine’s role within it, and the prospects for developing the legal and institutional framework of long-term deterrence of Russian aggression.en_US
dc.description.abstractДосліджено безпекову трансформацію геополітичного простору Європи після 2020 року. Обґрунтовано, що геополітичний простір Європи слід розуміти не лише як сукупність держав на певній території, а й як систему просторово організованих політичних, військово-стратегічних, інституційних, енергетичних і комунікаційних зв’язків, у межах яких розподіляються вплив, безпекові гарантії, зони вразливості та механізми стримування. Доведено, що після 2020 року європейський простір безпеки вступив у фазу прискореної перебудови, а повномасштабне вторгнення Росії в Україну у 2022 році стало моментом відкритого зламу попередньої моделі континентальної стабільності. Встановлено, що основними проявами цієї трансформації стали зміна безпекового статусу Східної Європи; перехід від логіки буферності до логіки передового стримування; перегляд ролі НАТО та Європейського Союзу як центрів безпекового управління; втрата Росією статусу відносно легітимного посередника; переоцінювання заморожених конфліктів як чинників загальноєвропейської дестабілізації; перетворення України на один із ключових елементів нової конфігурації європейської безпеки. Запропоновано авторський підхід, відповідно до якого безпекова трансформація геополітичного простору Європи має оцінюватися не лише за фактом появи нових загроз, а й за зміною функціонального призначення окремих регіонів, статусу ключових суб’єктів безпеки, характеру інституційного реагування та просторового розподілу відповідальності за стримування. Обґрунтовано, що після 2020 року Східна Європа перестала бути периферійним буфером між центрами сили й набула значення простору передового стримування, від стабільності якого залежить міцність усієї континентальної безпекової системи. Доведено, що заморожені конфлікти не можна надалі розглядати як локальні або ізольовані явища, оскільки вони виконують функцію інструментів просторового контролю, блокування інтеграційного вибору держав і довготривалої дестабілізації східного флангу Європи. Також встановлено, що Україна в новій безпековій конфігурації є не об’єктом зовнішньої політики, а одним із визначальних елементів європейської системи стримування, через стійкість якого перевіряється ефективність НАТО, Європейського Союзу, санкційної політики, оборонно-промислової координації та довгострокової підтримки демократичного безпекового порядку. Практичне значення дослідження полягає в можливості використання його висновків для подальшого аналізу нової європейської системи безпеки, ролі України в ній та перспектив правового й інституційного оформлення довгострокового стримування російської агресії.uk_UA
