| dc.description | The article is devoted to the definition of the most effective resources and mechanisms of the post-war reconstruction of Germany (1945-1962). The study was carried out on the basis of a comparison o f the effectiveness and role of the management measures of the occupation authorities, the mechanisms of the Marshall Plan and the economic reforms o f the German government in the restoration and further economic rise of Germany. This question is considered in the context of the study of the mutual influence of antagonistic economic doctrines (planning-directive and neoliberal) and a comparative analysis of the doctrinal approaches of the occupation authorities and the national government, which determined the configuration of their interaction and the leading mechanisms o f post-war reconstruction in Germany. The article shows that despite large-scale American financial and organizational assistance within the Marshall Plan, the framework conditions for successful transformations were laid by the effective policy o f the German government, which was directed at ensuring national interests and realizing the competitive advantages of national production. It was determined that the institutional basis of the economic reforms o f the German government o f K. Adenauer was the liberalization o f the economy and the development of the model o f the social market economy, the initiator of the implementation of which was the Minister of National Economy, and later the Chancellor o f the Federal Republic of Germany L. Erhard. One o f the basic components of economic liberalization reforms was the large-scale deregulation o f business, which provided for the removal of most blocking regulations and the creation o f stimulating norms for the development of private entrepreneurship, in particular, the liberalization of tax and credit instruments. The strategic direction of the government's reform policy was determined to be the modernization of the national economy, which included support for the development o f strategically important industries and renewal o f industrial production. The effectiveness of economic reforms was ensured by a clearly defined vision of building a national model of the social market economy, doctrinal stability and political consistency of the government's course. | en_US |
| dc.description.abstract | Стаття присвячена визначенню найбільш дієвих ресурсів та механізмів повоєнної відбудови Німеччини (1945-1962 pp.). Дослідження здійснено на основі порівняння ефективності та ролі управлінських заходів окупаційної влади, механізмів Плану Маршалла та економічних реформ німецького уряду у відновленні та подальшому економічному піднесенні Німеччини. Це питання розглядається у контексті дослідження взаємовпливу антагоністичних економічних доктрин (планово-директивної й неоліберальної) та компаративного аналізу доктринальних підходів окупаційної влади й національного уряду, що визначили конфігурацію їхньої взаємодії та провідні механізми повоєнної реконструкції Німеччині. В статті показано, що попри масштабну американську фінансову та організаційну допомогу в межах Плану Маршалла, рамкові умови успішних перетворень були закладені ефективною політикою німецького уряду, що була скерована на забезпечення національних інтересів і реалізацію конкурентних переваг національного виробництва. Визначено, що інституційним підґрунтям економічних реформ німецького уряду К. Аденауера стала лібералізація економіки та розбудова моделі соціальної ринкової економіки, ініціатором впровадження якої був міністр народного господарства, а згодом канцлер ФРН Л. Ерхард. Однією із базових складових реформ лібералізації економіки стала масштабна дерегуляція бізнесу, що передбачала відміну більшості блокуючих і створення стимулюючих норм для розвитку приватного підприємництва, зокрема лібералізацію податкових та кредитних інструментів. Стратегічним напрямом урядової політики реформ було визначено модернізацію національної економіки, що передбачало підтримку розвитку стратегічно-важливих галузей промисловості та оновлення промислового виробництва. Ефективність економічних реформ була забезпечена чітко визначеною візією розбудови національної моделі соціальної ринкової економіки, доктринальною стабільністю та політичною послідовністю урядового курсу. | uk_UA |
