dc.description.abstractУ статті встановлено, що ресурс довіри є необхідною умовою для вироблення дієвої державної політики. Він не формалізує умови вироблення владних рішень та їхній конкретний зміст, а визначає цілі та "правила гри". Щоб не втратити ресурс довіри, політичні сили, що перебувають при владі, мають постійно оцінювати реалізовану ними політику; роз’яснювати її й розкривати хибність тверджень політичних опонентів і незадоволених політикою стейкхолдерів; задіяти символічні (суспільні) цінності, що сприймаються більшістю. Доведено, що внаслідок тривалої соціально-економічної й політичної кризи, непродуманої державної політики, військових дій в Донецькій і Луганській областях, рівень взаємної довіри між владою, бізнесом і громадянським суспільством стрімко падає. Це підтверджують результати проведених соціологічних досліджень. Органи державної влади не вживають заходів, що свідчать про повний розрив із минулим, і не демонструють, що повернення до олігархічного капіталізму не буде. Наслідком цього є соціальна відчуженість, а не солідарна відповідальність за соціально-економічний стан країни. Заходами з відновлення ресурсу довіри до органів державної влади є призначення, що викликають довіру; забезпечення прозорості бюджетних видатків; децентралізація системи прийняття владних рішень; відмова від дискримінаційної політики; забезпечення незалежності виконавців; використання можливостей соціально відповідального бізнесу.uk_UA
dc.description.abstractThe article shows that the credibility of the policy is a prerequisite for effective public policy. This resource is not formalizes the terms of decision-making in public policy and their specific content, and defines the objectives and the "rules of the game". In order not to lose credibility of the policy, politics, those in power, must constantly evaluate public policies; to explain it and to reveal the fallacy of allegations of political opponents and stakeholders; use social values that are understandable for the majority of citizens. It is proved that the result of a long social, economic and political crisis, ill-conceived public policy, military operations in the Donetsk and Lugansk regions, the credibility of the policy between the authorities, business and civil society has declined significantly. This is confirmed by the results of sociological research. Public authorities do not take measures to show their complete break with the past, and does not show that a return to oligarchic capitalism will not. The result is social exclusion, rather than joint and several liabilities for the socio-economic situation of the country. To recover the credibility of the policy, public authorities should ensure: public appointment that are credible; transparency of budget expenditures; decentralization of decision-making; rejection of discriminatory policies; ensuring the independence of the performers; use of the opportunities that have socially responsible business.en_US
