Ідеологічні та культуральні особливості концепту "врядування": досвід української, німецької і французької мов

dc.description.abstractУ статті розглядаються особливості концепту "врядування" як відповідника англомовного поняття "governance" в розрізі його ідеологічних та культуральних особливостей, з метою чого для порівняння аналізується досвід вживання цього концепту в німецькій і французькій мовах. Проведений аналіз дозволяє твердити, що в цілому в українській мові врядування як концепт запозичив і перейняв основні ідеологічні засади управління суспільно-політичними процесами, які передбачають розширення кола акторів, що залучаються до ухвалення рішень, демократизацію управлінських принципів, прозорість урядових практик тощо. На відміну від німецької мови, в якій поняття врядування було запозичене як англіцизм без подальшої мовної локалізації, в українському контексті ще не трапляються словосполучення на кшталт "освітнє врядування", хоча можна припустити, що з часом можливості вживання поняття "врядування" у контексті конкретних, галузевих політик будуть збільшуватися. У французькій мові самий термін вживається на позначення управлінських практик – на рівні уряду чи організацій різного виду. В ідеологічному та культуральному вимірі французьке поняття "врядування" суголосне англомовному та німецькомовному, тобто охоплює собою зміни в уявленні про належне урядування як таке, що передбачає організацію суспільно-політичного життя на засадах відкритості, широкої залученості громадян тощо. Становлення поняття "урядування" в англомовному дискурсі відбувалося спершу в економіці, потім – у міжнародних відносинах, і в обох випадках йшлося про розширення уявлень про те, які актори можуть бути долучені до процесів діяльності (між)урядових структур і що доповнює формальні аспекти урядових заходів. Перспективними для подальших досліджень видаються дослідження ідеологічного та культурального виміру концепту "врядування" у порівняльній перспективні в різних мовних і культурних контекстах на засадах міждисциплінарного політико-лінгвістичного підходу, а також в межах досліджень концептосфери державного управління та публічного урядування.uk_UA
dc.description.abstractThis article considers the pecularities of "governance" as a concept taken from English into another languages, with a special focus on its Ukrainian contemporary usage compared to the semantics of its use in German and in French. The history of German and French usage of the concept of "governance" differ, primarily because German took this word "as it is" without actually translating it into German (as an "Anglicism"), whereas the verb "to govern" came into English from French to denote the activities of the rulers and that of the government thus the "governance" in French has a number of connotations that not always correspond to the English use of “governance”. Governance, as a term to denote the manner and form of governmental activities, was first used in English in economics, followed by international relations. In both instances it referred to activities that went beyond the scope of what the government and governmental official did and were engaged in and covered cooperation between the government and the non-governmental actors, especially in cane of international relations and transnational politics. Further development of this concept went hand-in-hand with a shift in understanding the specifics of how society and its government cooperate, how politics become more open to different groups of non-governmental stakeholders etc. In German, the word "Governance" is also used in different collocations to refer to specific fields of policies, like educational governance, which is not common to the Ukrainian usage of the term but the situation might easily change in the future. Additional research into the use of the concept of governance across different languages and cultures can yield interesting results in how perceptions of governance and government, its activities and the role of society and non-governmental institutions impact the way actual policies and developed and implemented. A solid methodological cooperation between political science and linguistics (especially cognitive linguistics and semantics) can be particularly fruitful in that context.en_US
