dc.description.abstractДержавна політика не виробляється у вакуумі. На неї суттєво впливає наявність чи відсутність ресурсів політики. Наділення учасників політики різними ресурсами, їхнє застосування, поєднання, заміна одних іншими можуть відчутно змінити процеси, результати та наслідки політики. Відносний вплив різних ресурсів може змінюватися від однієї політики до іншої. Розподіл та управління ресурсами мають розглядатися як рішення стосовно політики. У статті запропоновано розрізняти десять видів ресурсів, які учасники політики можуть використати (чи ні) у процесі вироблення політики: правовий, фінансовий, майновий, людський, інформаційний, організаційний, примусу, більшості, довіри й часу. Доведено, що під час вироблення політики концептуальні ресурси є не менш важливими, аніж матеріальні. Різне цільове об’єднання ресурсів для досягнення певної мети може по-різному впливати на вироблення політики. Високий рівень взаємодії учасників політики дозволяє або зекономити інші ресурси (наприклад, людські чи часові), або розширити їх (наприклад, ресурс довіри). Показано, що прийняття дієвих владних рішень вимагає досконалого інформаційного ресурсу. Ресурс часу є основним предметом конфліктів під час реалізації нової політики. Легковажне ставлення до часу, що виділяється на творення політики, призводить до численних помилок на всіх його етапах.uk_UA
dc.description.abstractThe public policy is not makes in a vacuum. It seriously influenced by the presence or absence of policy inputs. Empowering stakeholders’ different policy inputs and their application, the combination, the replacement of some others may significantly modify the policy products, outputs and outcomes. The relative influence of different inputs can vary from one policy to another. The distribution and management of inputs must be regarded as a policy decision. The paper proposed to distinguish between ten kinds of inputs that stakeholders can use (or not) in policy making: legal, financial, material, human, informational, organizational, coercion, majority, credibility and time. It is proved that in policy conceptual inputs are not less important than the material inputs. Different target pooling of inputs in order to achieve a certain goal can have a different impact on policy-making. A high level of interaction between the stakeholders allows you to save inputs (for example, human resource or time), or strengthen them (for example, the credibility of the policy). It has been shown that effective policy-making requires perfect information resource. Time is the main subject of conflict in the implementation of the new policy. Careless attitude to the time allocated for the implementation of policy leads to many errors in all its stages.en_US
