dc.descriptionThe functioning of communal enterprises is an important factor in ensuring the viability of individual settlements, especially in the conditions of martial law in the country. However, the national practice of financing communal enterprises shows insufficient efficiency and profitability of their activities, low quality of services provided. The specificity of this sector of the economy is, on the one hand, state regulation of individual utility tariffs, and on the other hand, the presence of natural monopolies on key types of activities (solid household waste management, distribution and supply of electricity and gas, water purification and maintenance of water mains, transportation of such large by specialized companies such as, for example, KP "Kyiv Metropoliten"). The article examines controversial aspects of financing communal enterprises; the classification of utility enterprises according to certain key features (by form of activity, by objects, by functions, by the level of competition on the market, by purpose of activity) is given; trends in the creation and development of such enterprises in the modern history of Ukraine are analyzed. The main negative practices of the functioning of communal enterprises are outlined and their impact on the competitive environment in individual service markets is investigated. The necessity of reforming and reorganizing the system of communal enterprises based on the experience of Eastern European countries has been determined. Taking into account the existing trends and consequences of active hostilities in certain territories of Ukraine, a conclusion was made about the expediency of making changes to the legislation and the maximum involvement of private business in most segments, except for natural monopolies. This will make it possible to reduce the amount of state aid in certain sectors, to form market prices for services and to direct the saved resources to finance other social and economic development programs.en_US
dc.description.abstractФункціонування комунальних підприємств є важливим фактором забезпечення життєздатності окремих населених пунктів, особливо в умовах воєнного стану в країні. Однак, національна практика фінансування комунальних підприємств свідчить про недостатню ефективність та рентабельність їхньої діяльності, низьку якість послуг, що надаються. Специфікою цього сектору економіки є, з одного боку, державне регулювання окремих комунальних тарифів, а з іншого – наявність природних монополій на ключових видах діяльності (управління твердими побутовими відходами, розподіл та постачання електроенергії та газу, очищення води і утримання водогонів, здійснення перевезень такими крупними спеціалізованими компаніями як, наприклад, КП "Київський метрополітен"). У статті досліджено дискусійні аспекти фінансування комунальних підприємств; наведено класифікацію комунальних підприємств за певними ключовими ознаками (за формою діяльності, за об’єктами, за функціями, за рівнем конкуренції на ринку, за метою діяльності); проаналізовано тенденції створення та розвитку таких підприємств у сучасній історії України. Окреслено основні негативні практики функціонування комунальних підприємств та досліджено їхній вплив на конкурентне середовище на окремих ринках послуг. Визначено необхідність реформування та реорганізації системи комунальних підприємств на основі досвіду країн Східної Європи. Враховуючи існуючи тенденції та наслідки активних бойових дій на окремих територіях України, зроблено висновок про доцільність внесення змін до законодавства та максимального залучення приватного бізнесу на більшість сегментів, окрім природних монополій. Це дозволить знизити обсяги державної допомоги в окремих галузях, сформувати ринкові ціни на послуги та спрямувати зекономлені ресурси на фінансування інших соціальних та економічних програм розвитку.uk_UA
