dc.description.abstractПроанализированы причины отсутствия в Украине минимальных запасов нефти и нефтепродуктов. Определено целевое состояние и разработаны механизмы их формирования. Доказано, что, учитывая кризисные обстоятельства, Украина не сможет выполнить Директиву 2009/119/ЕС в установленный срок. В то же время, Кабинету Министров Украины следует срочно начать формирование минимальных резервов, которые позволят избежать возможного дефицита. Прагматичным представляется создание меньшего по объему запаса нефтепродуктов с минимальной нагрузкой на государственный бюджет – с использованием таких инструментов как договоры резервирования или закупка нефтепродуктов за средства, вырученные от повышения налогообложения.ru_RU
dc.description.abstractThe reasons for the absence in Ukraine required oil reserves are analyzed. Author of the article found the following. Given the crisis conditions, Ukraine won’t be able to meet the requirements of Directive 2009/119/EC. However, the government should immediately initiate the formation of minimum reserves, which would avoid the deficit. The pragmatic way in the situation would be to create a smaller-scale oil and petroleum products stocks with minimal burden on the state budget – by using such tools as the purchase with funds from tax increases or reservation agreements.en_US
