Development of digital public service delivery in Ukraine: Ukrainian displaced people and global comparisons

The qualifying thesis analyzes Ukraine's digital service landscape, including pre-war developments and wartime adaptations of platforms like Diia. It identifies the specific needs and service access barriers faced by Ukrainian displaced people. The study critically evaluates how digital initiatives have met the needs of the displaced, documenting successes and shortcomings, including potential digital exclusion. Furthermore, the thesis examines international approaches to digital service delivery, drawing on examples from countries like Finland and Estonia, to provide a comparative analysis. Based on this synthesis, the research formulates evidence-based recommendations for enhancing digital public services for displaced Ukrainians. These recommendations focus on bridging the digital divide through literacy programs and awareness campaigns, improving the quality and accessibility of digital platforms, supporting complex user needs with integrated human assistance, and enhancing cross-border service delivery infrastructure.
