dc.descriptionThe Public Choice theory considers collective choice as a sum of individual choices (individuals make them according to their interests and understanding of utility). According to the theory, politics operates under economic laws. That is why we should define a supply-demand situation concerning one or the other public good as a general collective benefit. There are purely public goods, purely private goods, and mixed goods. Higher education is a mixed public good. Higher education is distributed on a competitive basis, so it does not have such qualities as jointness of supply and inefficiency of excluding others from consumption. Public goods are distributed and redistributed through political decision making. For example, in the sphere of higher education, allocation can be made regarding resources (budget places, buildings, scholarships, etc.) and institutional factors (quotas, criteria, rules of entry, etc.). The main actors of public choice in the sphere of higher education are as follow: – Voters: they form demand for a public good when voting for politicians-legislatures. When we perform analysis, it is important to determine interests of such a part of voters which forms demand for higher education as a public good. – Legislatures: they make proposals concerning redistribution of the public good (for example, different ideas on how to reform higher education). Their main motive is to be reelected. – Bureaucrats: they are responsible for implementation of legislatures’ decisions. It is necessary to study bureaucrats’ efficiency (for example, analysis of activity of the Ministry of Education). Bureaucrats’ motivation is to save their position and/or to get a promotion. – Interest groups: being formal or informal, they lobby their interests in a particular sphere through a lasting influence and pressure to legislatures and bureaucrats. A few limitations of the public choice theory should be taken into account: a) values influence individuals’ actions; b) individuals may change their preferences and evaluations; c) a rational choice is not always effective . It is important to define how political interests of actors who are involved in the decision-making process in higher education correspond to public expectations.en
dc.description.abstractУ статті розглянуто основи теорії суспільного вибору, зокрема такі її складові, як суспільне благо, перерозподіл, раціональність, держава тощо. Детально проаналізовано роль виборців, законодавців, бюрократів і груп інтересів у процесі прийняття політичних рішень. Представлено основні обмеження теорії суспільного вибору. На прикладі галузі вищої освіти запропоновано алгоритм для дослідження публічних політик із позиції теорії суспільного вибору.uk
