dc.description.abstractОпределены основные подходы к формированию и реализации государственной политики в сфере государственных закупок. По мнению автора, добиться высокой эффективности и действенности государственной политики в сфере закупок нефтепродуктов можно следующим образом. Необходимо изменить приоритеты государственной политики путем создания конкурентной среды и предотвращения проявлений коррупции, чтобы удовлетворить потребности государства в товарах, работах и услугах. Стоит покупать только нефтепродукты по рыночным ценам, с оптимизацией затрат за счет оптовых скидок. Применять принципы биржевой торговли необходимо только тогда, когда вы хотите приобрести взаимозаменяемые и стандартизированные товары, работы и услуги. Необходимо определить сторону в системе государственных закупок, которая была бы заинтересована в экономии бюджетных средств.ru_RU
dc.description.abstractThe main approaches to the formation and implementation of state policy in the field of public procurement are established. According to the author, it is possible to achieve high efficiency and effectiveness of public policy in the sphere of oil products procurement as follows. It is necessary to change the public policy priorities by creating a competitive environment and prevention of corruption displays to meet the needs of the state for goods, works and services. It should only buy oil products at market prices, with the optimization of costs through wholesale discounts. It is necessary to apply the principles of exchange trading only when you want to buy interchangeable and standardized goods, works and services. It is necessary to define the side in the system of public procurement, which would be interested in budget savings.en_US
