Особливості функціонування немажоритарних інституцій. Досвід ЄС та України

Abstract

Робота присвячена висвітленню концепту немажоритарних інституцій (НМІ) з формулюванням дефініції НМІ, рівнів та галузей їх діяльності, причин делегування повноважень НМІ, особливостей їх функціонування та узагальненням їх спільних характерних рис і переваг. Охоплено широкий спектр немажоритарних інституцій через метод кейс-стаді шляхом глибокого вивчення Європейської Комісії, Національного Банку України та ознайомлення з іншими НМІ Європейського Союзу. В роботі розглянуто ДП "Медичні закупівлі України" з точки зору необхідності перетворення його на повноцінну немажоритарну інституцію, надано рекомендації до реформування органу.

The diploma paper is devoted to the concept of non-majoritarian institutions (NMI) with the formulation of the definition of NMI, levels and areas of their activities, the reasons for delegating the powers of NMI, the peculiarities of their functioning and generalization of their common characteristics, distinctions and advantages. A wide range of non- majoritarian institutions is covered through the case-study method through in-depth study of the European Commission, the National Bank of Ukraine and acquaintance with other NMI of the European Union. In the master's thesis the State Enterprise "Medical Procurement of Ukraine" is considered to be transformed into a full-fledged non- majoritarian institution with the provision of recommendations for reforming the body.
