Abstract
У статті досліджується інноваційність методології інституціональної матриці на прикладі децентралізації влади в Україні. Розпочаті інституціональні зміни в системі публічного управління мають відповідати закону збереження стабільності та незмінності природи базових інститутів чинної інституціональної матриці. При цьому всі інституціональні зміни у сферах економіки, політики, ідеології тощо мають відбуватися за рахунок уведення адекватних інституціональних форм, а не руйнації базових інститутів.
Наведено аргументи щодо потреби розгляду децентралізації як процесу синхронних інституціональних змін у сферах політики, економіки та ідеології. З цього погляду розкрито концептуальну незавершеність чинної програми децентралізації, що потребує переосмислення з погляду синхронізації означених інституціональних змін. Доведено, що сучасний стан інституціональної системи України має ознаки інституціонального вакууму та інституціонального хаосу. Обґрунтовано, що поступовий рух до поставлених цілей децентралізації передбачає врахування особливостей інституціональної матриці, властивої для України, зокрема принциповим є інституційне перетворення екстрактивних інститутів публічного врядування на інклюзивні.
The article examines the innovativeness of the institutional matrix methodology on the example of decentralization of power in Ukraine. The institutional changes initiated in the public administration system must correspond to the law of preservation of stability and the invariability of the nature of the basic institutions of the existing institutional matrix. At the same time, all institutional changes in the spheres of economy, politics, ideology, etc. Should occur through the introduction of adequate institutional forms, rather than the destruction of basic institutions. The arguments on the need to consider decentralization as a process of synchronous institutional changes in the spheres of politics, economics and ideology are given. From this point of view, the conceptual incompleteness of the current decentralization program is revealed, which requires a rethinking from the point of view of synchronization of institutional changes in the sphere of politics, economics and ideology. It is proved that the current state of Ukraine's institutional system has signs of an institutional vacuum and institutional chaos. It is justified that the gradual movement towards the goals of decentralization presupposes taking into account the peculiarities of the institutional matrix inherent in Ukraine, in particular the institutional transformation of the extractive institutions of public administration into inclusive ones.
