Abstract
У статті проаналізовано кореляцію традиційного, модерного і постмодерного суспільства через призму мови; виявлено дисонанс у застосуванні традиційних практик захисту мови у постмодерну добу; запропоновано проактивну мовну політику в Україні у форматі поміркованої одномовності та моделі “1+1+2”, чи державна, рідна (якщо не державна), перша (lingua franca) та друга іноземні.
Description
The thesis based on the concept of the correlation of traditional, modern and post-modern society and dedicated to the problem of designing language policy, adequate to current challenges of different nature which faces the Ukrainian language nowadays. It is proposed to treat the problem considering not just Ukrainian contexts but global contexts as well including cultural, political, economic ones with the main stress on economic and cultural, and understanding “the fiction that language is a perfectly homogeneous system in a perfectly homogeneous speech community has long been exposed as an absurd myth, or rather a methodological abstraction. Around the globe, the prototypical speech situation is at least bi-lingual or rather multi-lingual, if user-related or use-related varieties are taken into consideration”. The key idea of the thesis is to approach the design problem bearing in mind future perspective, not just past perspective as well as global perspective not just local one. The model proposed includes state language, cross-border language or regional language, English as business lingua franca and Mandarin as a language of different cultural tradition and mindset. The model let develop capability of new generations of Ukrainians to compete and to collaborate globally successfully.
