Abstract
У статті проаналізовано ставлення київської цивільної влади до біженців, що прибували до Києва в значній кількості протягом травня-серпня 1915 р. з Галичини за розпорядженням військової влади. Розглянуто, якою була ситуація з розміщенням біженців у Києві, і вказано категорії біженців, висвітлено підходи влади до вирішення біженецького питання, охарактеризовано основні проблеми, з якими стикнувся Київ та прибуле до міста цивільне населення Галичини. Біженецька криза, пережита містом у зазначений період, була справжньою гуманітарною катастрофою для біженців та самого міста.
Description
The First World War influenced the life of each family in Ukraine. Everyone felt the enormous scale of mobilization, high mortality rates, daily transportation of hundreds of thousands of wounded soldiers and POWs from the battlefield towards the home-front and soldiers with ammunition back to the frontline, resettlement of people from the pre-front zone, collapse of the railway system and the resulting complete disorder of the supply system which led to economic crisis, fuel, and food shortages, inflation, and all the other consequences of the war. Despite the fact that this war is almost absent either in historical memory or in historiography in Ukraine, being interchanged with the memory of further events of 1917-1920, one cannot completely understand and explain post-1917 history of Ukraine without the deep knowledge of people’s ’ wartime experience. Refugee history is a good starting point for such a research. It gives us an opportunity to look deeper into one of the most drastic moments of the First World War, when millions of civilians were uprooted and moved from their homes towards the inward territories of the Russian Empire. Thus, this article follows the correspondence between Kyiv civilian and military powers in order to demonstrate in which circumstances the refugees and hostages deported from Eastern Galicia since May 1915 appeared in Kyiv during the summer months and how the local government tried to solve their problems. Besides, I show how the refugees were treated by the Kyiv governor, who insisted on removing them from the city in order to avoid further escalation of the cholera epidemic and overpopulation of Kyiv. On the other hand, the analyzed materials also reflect the new images of a Galician, which were constructed by the local population. It is claimed that regardless of how one calls the refugee phenomena in the Russian Empire in 1915, either evacuation or deportation, it was a real humanitarian catastrophe for all the civilians who were removed from their native lands and resettled within the Empire.
