Abstract
Обґрунтовано актуальність, соціально-екологічні передумови та розглянуто концептуальні підходи
щодо проблеми збереження біотичного розмаїття України. Запропоновано визначення поняття
та мотивацію розгляду парадигмальних аспектів проблеми. Акцентовано увагу на методологічних
та практичних кроках, що необхідно здійснити для впровадження запропонованих підходів
шляхом правових та управлінських заходів. Розглянуто теоретичні та соціальні передумови розбудови
екомережі України як системи природних коридорів та один з кроків за безпечення збереження
біорозмаїття.
Description
Considerable changes in Ukrainian environment have been caused by specific
economy management system, which took place on its scopes especially during the last
century. In particular, the areas of natural vegetation have sharply decreased by 30 %
including 15 % of forests; Steppe zone was actually lost as a nature biome. It could be
quite difficult to implement the sustainable development policy even under favourable
conditions of a prosperous economy. Thus it is even more difficult to pursue this goal
in Ukraine, since this country is now undergoing dramatic changes, trying to overcome
a profound crisis and to solve numerous particular problems. National activities in
biodiversity conservation based on the Constitution of Ukraine are implemented in
accordance with the existing national legal basis (environmental and conservation
legislation) as well international conventions ratified by Ukraine and the Pan-European
Biological and Landscape Diversity Strategy (1995). On May 12, 1997 Cabinet of
Ministers of Ukraine adopted the decision "On Strategy of Biodiversity Conservation".
National Action Plan for 2000—2015 was developed for the Strategy to be implemented.
Perhaps, the productive perspective for synergetic resolving problems of biodiversity
conservation and using in economic context is creation of Econet, approaching socioeconomic
and eco-goals, diminishing unemployment rate and utilising the opportunities
available in Ukraine at present moment, before privatisation. The realisation of the
above measures will give an opportunity to stop negative changes of the living
component of the environment and facilitate the implementation of the principles of
sustainable development and balanced use of natural resources.
