The Affordable Loans 5-7-9% program is one of the most popular and large-scale mechanisms of preferential lending for Ukrainian businesses. The program gained especially wide popularity after the outbreak of a full-scale war in 2022, when the program became the main source of financing and in fact, a lifeline for real sector enterprises during the war.The chronology of the development of the Affordable Loans 5-7-9% program is described in detail, and the need for a more systematic and thorough analysis of the program’s impact on key stakeholders is explained. The impact of the program on real sector enterprises was studied using two analytical stages. The control group of participating companies was carefully constructed using the pseudo-randomization method (propensity score matching), and the impact of the program was assessed with the difference-in-differences model, taking into account the fixed effects of the company as well as the type of economic activity.The simulation results show that the program has a clear positive impact on the number of employees, the volume of assets, and the profitability of enterprises, but this effect tends to weaken from year to year. Companies that received investment loans demonstrate a significantly higher increase in the volume of fixed assets compared to other participants in the program. The impact of the program is strongest for micro-enterprises, whereas the influence on small, medium, and large companies remains rather limited.This study can be useful for improving the future design and implementation of government lending support programs. It can also be expanded by analyzing the broader impact of preferential lending programs on the economy as a whole at the macro level.Здійснено оцінювання впливу програми "Доступні кредити 5-7-9%" на українські підприємства протягом 2021–2024 рр. Програма "Доступні кредити 5-7-9%" – один із найпопулярніших механізмів пільгового кредитування для українського бізнесу. Після початку повномасштабної війни у 2022 р. програма стала основним джерелом фінансування для підприємств реального сектору.Описано хронологію розвитку програми "Доступні кредити 5-7-9%", пояснено причину необхідності більш детального аналізу її впливу на ключових стейкголдерів. Дослідження впливу програми "Доступні кредити 5-7-9%" на підприємства реального сектору проведено у два етапи. Контрольну групу компаній-учасниць сформовано за допомогою методу псевдорандомізації (propensity score matching), а оцінювання впливу програми здійснено з використанням моделі різниці в різницях (difference-in-difference) із врахуванням ефектів компанії та виду економічної діяльності. Результати моделювання демонструють, що програма має позитивний вплив на кількість зайнятих, обсяг активів та прибутковість підприємств, однак цей ефект слабшає з кожним роком. Компанії, що отримували інвестиційні кредити, мають вищий приріст обсягу основних засобів порівняно з іншими учасниками програми. Вплив програми є найвищим для мікропідприємств, тоді як вплив на малі, середні та великі компанії є обмеженим. Це дослідження може бути корисним для вдосконалення дизайну державних програм підтримки кредитування.
