Why are stakeholder analysis procedures approved but not fully implemented in direct practice? What hinders and prevents the implementation of innovations? For the practice of Ukraine’s integration into the EU, the implementation of stakeholder analysis procedures in the practice of government is important. This paradoxical situation is related to the “simplification” of policy analysis in general and stakeholder analysis in particular. In practice, this is manifested in: “playing in the procedure of policy makers” for the sake of populism and "unprofessionalism" of performers.
