It might be useful to highlight examples of current practices which are incompatible with the European electoral heritage. I might venture to say that such an activity would be especially useful and instructive for new democracies. On the other hand, I am sure that the practice of the newly democratic countries provides many new pointers for analysis and general implementation, thus enriching the common experience.
