В. // Наукові записки НаУКМА : Політичні науки. - 2016. - Т. 186. - С. 3-8.https://ekmair.ukma.edu.ua/handle/123456789/10304The classical game theory for political science is insufficient to adequately explain the process of signing and ratifying the Agreement on Association between Ukraine and the European Union. First of all this is related to a much more complex structure of the EU political system and a more sophisticated procedure of making political decisions. Unlike regular bilateral agreements between two or more states, the Association Agreement Ukraine-EU has at least a three-dimensional structure of decision making. This article considers the process of negotiations, signing and ratifying the Agreement on the basis of Robert Putnam’s Two-Level Model formulated in 1988 and related to the explanation of international relations. The levels considered in the model include interaction of the states negotiating on an agreement and interaction of the states’ authorities with the internal political actors – legislature, political parties, governmental institutions, NGOs, etc. This internal interaction defines the range of possible benefits for the state from the agreement conclusion, and the broader is the range the easier is to come to agreement and vice versa. Also domestic politics may lead to dramatic changes in the content of international agreement, especially in case of changes of the political forces distribution on the political arena. We have suggested to add two more levels to the Putnam’s model for the explanation of the process of signing and ratifying the Ukraine-EU Agreement. Additionally to the interaction between the Ukraine and EU authorities (Level I) and between the institutions authorized to sign it and the domestic political system (Level II), it is necessary to take into account that the EU leaders experience significant pressure from the EU member states (Level III), and it leads to the necessity for Ukraine to interact with these member states directly in addition to the negotiations with the European Commission and the European Parliament (Level IV). Concluding the article, we briefly consider possible strategies for Ukraine in further implementation of the Association Agreement. The results of this research may be useful for methodology improvement in frame of the Game Theory.У статті подано загальний аналіз Угоди про асоціацію України з ЄС крізь призму теорії «дворівневої гри» Р. Патнема та її модифікованої версії.
