This method aims to change the existing system of norms and values, social attitudes towards certain problems, legal regulation and redistribution of public resources. A study conducted in 2014 among HIV-service organizations in Kyiv have found that the process of collective advocacy of interests lacked of systematic, professional approach to planning and implementation of measures, as well as monitoring performance.
