Abstract
У статті розглянуто процес прийняття рішення органами місцевого самоврядування (ОМС), виявлено проблеми щодо участі громадськості в цьому процесі. Здійснено порівняння змісту класичних етапів прийняття рішення та тих, які закріплені в законодавстві про місцеве самоврядування. Обґрунтовано необхідність нормативно-правової регламентації інформаційної взаємодії громадськості з ОМС на всіх етапах прийняття рішення як основи для підвищення ефективності місцевого самоврядування.
Description
The article examines the decision-making process by the local self-government (LSG) and reveals the problems concerning public participation in the mentioned process. The process of decision making includes logical, sequential steps which are not delineated in the legislation. The author determines the content of the classic stages of the decision-making process, which include raising the problematic issues; determining the relevance of the problem and its urgency; preparing several drafts of the solution; selecting the final draft of the solution; making the decision; executing the decision; controlling its implementation. The classic stages of the decision-making process are compared with those fixed in the legislation of the local
self-government bodies. Solutions of most problems of the population, which are concentrated at the local level, are ineffective because of inefficient information interaction of the community and the LSG in the part of public participation at all stages of the decision-making process. In particular, there is no information interaction of the public and the LSG in initiating of the problematic issues and regarding it at the sessions; insufficient access to full
information about the drafts of the decisions. During the process of controlling the execution of the decisions and all above mentioned processes, a negative attitude of citizens to the local self-government deepen. It was found out that failing to set up a set of duties of local self-government to provide information of the procedure of the decision-making process on every stage of the process is not conducive to serve the public interests and needs. For improving the quality of decisions of the local self-government, it is necessity to legally regulate information exchange between the community and the LSG on all stages of the decision-making process. It was proved that conditions for attracting the maximum number of potential community members who
contribute to the formation and development of civil society and the formation of effective local selfgovernment can be created through effective information interaction. The participation of citizens in the decision-making process and in the process of control over the implementation of the decision will allow to
increase the trust of citizens to the LSG and will allow to ensure maximum satisfaction of their rights and interests.
