Abstract
Неформальна політика як невід’ємний елемент будь-якого політичного процесу має низку особливих
сутнісних характеристик, що відокремлюють її від «формальної» та дають змогу розглядати
«неформальну політику» як самостійний феномен. Цю статтю присвячено виокремленню сутнісних
характеристик неформальної політики та їхній систематизації. На основі синтезу різних підходів до
трактування неформальної політики, авторці статті вдалося виокремити такі її характеристики,
як непублічність, нелегальність, функціонування поза законодавчим полем, партикулярність, корпоративність, традиційність, функціональність, раціональність.
Description
Informal politics, being an essential part of any political process, has a number of characteristics which
distinguish this phenomenon from ‘formal’ politics and allows analyzing informal politics independently. This
article presents a summary on key distinguishing characteristics of informal politics, described in literature,
such as: absence of publicity, illegality, functioning beyond the legal sphere, particularism, corporatism, traditionalism,
functionality, and rationality. There is no unified view of the vector and effects of informal politics on
a political system, presented in current research on this topic. Based on the analysis of existing approaches to
perception of informal politics, this article argues that essential characteristics of this informal politics can be
divided into three groups: negative characteristics, positive characteristics, and neutral. Informal politics is
widely perceived as a negative phenomenon, due to such attributes as latency, particularism, corporatism, illegality.
Moreover, it is considered to be a negative phenomenon as it is treated mostly as a realization of narrow,
corporative interests’ vs public interests. Some scholars (R. Merton, O. Kryshtanovskaya, B. Beshimov) argue
that informal politics can also be neutral for the political actors and political system. For example, if informal
politics is a part of traditional political culture, it should not be evaluated as a completely negative phenomenon.
Also, to some extent, informal politics functions as a neutral entity, reducing transaction costs for political
actors. In some cases described in literature, informal politics can have a positive influence on a political system:
it has a function of adaptation to the imperfect or deficit political institutes.
