Abstract
В роботі досліджені можливості використання концепції корпоративної відповідальності задля забезпечення ефективності фінансування розвитку професійно-технічно освіти в України та подолання диспропорцій на ринку праці в Україні. Доведено, що в Україні існують диспропорції щодо забезпечення потреб ринку у фахівцях певних спеціальностей та рівня кваліфікації. За результатами аналізу структури та джерел фінансування професійно-технічної освіти в Україні доведено, що забезпечення позитивних результатів децентралізації освіти та фінансування освітніх послуг можливо забезпечити тільки в разі залучення додаткових коштів. За допомогою теорії ігор змодельовані умови досягнення паритету інтересів
сторін у моделі корпоративної соціальної відповідальності.
В работе исследованы возможности использования концепции корпоративной ответственности для обеспечения эффективности финансирование развития профессионально-технического образования у Украины и преодоления диспропорций на рынке труда в Украине. Доказано, что в Украине существуют диспропорции относительно обеспечения потребностей рынка в специалистах определенных специальностей и уровня квалификации. По результатам анализа структуры и источников финансирование профессионально-технического образования в Украине доказано, что обеспечение положительных результатов децентрализации образования и финансирование образовательных услуг возможно обеспечить только в случае привлечения дополнительного средства. С помощью теории игр смоделированы условия достижения паритета интересов сторон в модели корпоративной социальной ответственности.
The effectiveness of education funding in Ukraine in general and vocational education and training in particular have been analyzed in the study. It has been proved that Ukraine has disparities between market needs in certain specialities and the number of graduates. Needs in blue collar workers have resulted in the decline in vocational schools number and their graduates. According to the analysis of the structure and sources of education and vocational education and training (VET) financing in Ukraine, it has been proved, that positive results of education decentralization and educational services financing can be assured by raising additional resources. According to the analysis of the dynamics of indicators of the level of financing of education in general and vocational and technical in particular, the necessity of attraction to financing of these services by non-state sources (in particular, from employers and investors), creation of mobile institutions with the possibility of receiving educational services in the field of distance education, use of Internet technologies, provision of educational services at the place of realization of acquired competences and deepening of client-oriented approaches to the content and form of the provision of services. This will ensure that, from a variety of (mainly non-governmental) sources, funding is increased to the level of economically developed countries in order to ensure the effectiveness of the reforms started. The research highlights the need for and attractiveness of corporate social responsibility in the proces of vocational education and training (VET) financing in Ukraine. It was mathematically proved that the corporate social responsibility would be effective only if agreements between the state and private business, and consumers – a students of VET institutions are reached. According to authorial calculations, the result of the agreement (contract) is Pareto-optimal in case if the payment proposed by the buyer (consumer) is balanced by the price of the seller (the state and private business). The proposed mechanisms are efficient if they are used in the process of financial resourcemmanagement in the short and long term.
